Proceeding through the CEAP Interconnection Procedure

This is a structured process with defined "steps" and requirements in each step. As the proponent fulfills the requirements, it moves forward in the process. BC Hydro will notify the successful IPP and will tender a Combined Study Agreement to the successful IPP in no less than 7 days. The IPP must:

  • Sign and return the Combined Study Agreement within 30 days of receiving an EPA 
  • Submit a $75,000 study deposit
    The IPP may also be required to provide additional technical data and demonstrate site control.

In order to maintain queue position (queue positions are issued after a complete interconnection request is submitted) and move forward in the process, IPPs must meet all the requirements in each step. 

A brief high level overview of the steps is available below:

1. CEAP Workshop

All IPPs planning to participate in a BC Hydro CEAP are encouraged to participate in this workshop. This workshop will help IPPs prepare for the CEAP by providing the opportunity to ask questions and gather information on the interconnection process and requirements, in particular how to fill out the data form. IPPs will be expected to submit their Interconnection Request to BC Hydro within 30 days following this workshop.

2. IR Submission

To submit an interconnection request (IR), a customer must submit to BC Hydro's Interconnections Group on or before the IR submission deadline as specified in BC Hydro’s Call for Power:

The IPP must also submit a $15,000 application deposit (this is refundable with demonstration of site control). Upon receipt of this deposit, BC Hydro will assign a date and time stamp to the IR. It is at this point that the interconnection customer enters the interconnection queue.

BC Hydro will notify the IPP within five days of receipt of the IR of any deficiencies in the request. The IPP must address these deficiencies within ten days of this notification. If these deficiencies remain unaddressed after this time, the IPP's IR is considered withdrawn.

3. Feasibility Study

If required by the BC Hydro Call of Power Process, BC Hydro may conduct a feasibility study for each IPP. This study evaluates the general feasibility and costs of interconnecting the IPP to the transmission system. BC Hydro will provide the IPP with a Feasibility Study Report within 10 weeks of the original IR form submission.

4. BC Hydro Evaluation & Selection Process

During the evaluation period, BC Hydro may require studies and information based on BC Hydro selection criteria. This information will be used by BC Hydro to evaluate and select successful bidders. Please note that these criteria may vary from call to call.
