The Generator Interconnection Queue is a mechanism that ensures that valid interconnection requests are processed in the order they are received. The queue functions generally like a "line-up" in that requests submitted earlier will proceed through the interconnection process before those submitted later. An applicant that is in a higher position in the queue will have the impact of their study included in the base case of those lower in the queue.
In order to maintain their queue position and progress through the interconnection process, an interconnection customer must meet the milestones set out in BC Hydro's Interconnection Procedures within stated deadlines. If deadlines are not met, the IPP is withdrawn from the queue.
There is one Generator Interconnection Queue for both the Standard Generator Interconnection Procedures (SGIP) and the Interconnection Procedures for BC Hydro's Competitive Electricity Acquisition Process (CEAP). However, queue positions are issued differently according to the interconnection process being followed. Customers following the SGIP are treated individually and are given their own time and date stamp upon entering the queue. These interconnection requests move through the interconnection process individually.
Customers participating in the CEAP enter the queue as a group. A time and date stamp is given to the entire group and CEAP participants move through the interconnection process as a group. This enables the combined impact of all of the interconnection customers to be studied and evaluated collectively. This helps inform BC Hydro's evaluation and selection process.
