Sumas - BC Hydro Integration Feasibility Study

BC Hydro Transmission & Distribution and Ian Hayward International Limited have completed their 5 January 1999 Feasibility Study Agreement. The study examined the feasibility of integrating the 710 MW generation from the Sumas Energy 2, Inc plant into the BC Hydro Clayburn substation and was an extension to the previous work for a 355 MW generation case.
Based on this preliminary investigation, the impact on the future BC Hydro transmission system due to the Sumas 710 MW generation will be acceptable. As found in the previous 355 MW study, the Clayburn substation is able to accommodate one 230 kV line from Sumas plant at an estimated cost of $3.5 million. A double 230 kV circuit is also possible at an estimated additional cost of $1.5 million.
This study does not include any analysis of the BC-US inter-tie or make any recommendation regarding inter-tie reinforcements . Exports to the- US system were assumed to use part of the existing BC-US inter-tie available transfer capability (ATC). This ATC is non-firm and is often not available. A firm transmission service in the US system would require an application to the responsible transmission owner and may require a WSCC Transmission Path Rating Process if additional ATC is required.
