New Path LM>US - Operational

Further to the bulletins posted on 8 January 2002 @ 12:27 and 29 January 2002 @ 9:35, we are pleased to announce that the new path identified as W/BCHA/LM - BPAT// (LM>US) on OASIS will be operational effective October 2, 2002.
As stated previously, the Lower Mainland (LM) will be a Point-of-Receipt (POR); it will not be a Point-of-Delivery (POD). Customers will only be able to reserve transmission from the LM to the US, and not vice-versa.
ATC for the LM>US path will be posted on OASIS, thus providing information on transmission capacity between the LM coastal region and the US. The ATC of the new LM>US path and the existing BC>US (W/BCHA/BCHA - BPAT//) path are related and that relationship is as follows:
Transmission reservations on the BC>US path will decrement the ATC on both the BC>US and LM>US paths.
The ATC of the BC>US path is the minimum of its own internal ATC and the LM>US ATC.

Also, further to the bulletin posted on 25 April 2002 @16:25, we are pleased to announce that the interim procedure established for correcting the price on import paths (US>BC and EAL>BC) that reference BCH.Netwk.Ld as the POD will also be technically resolved on October 2, 2002. In addition, customers now have the ability to choose BCHA.Network as a POD or BCH.Netwk.Ld as a POD when reserving transmission on import paths (US>BC and EAL>BC). Therefore, customers who do not serve BC Hydro's Native Load must use the BCHA.Network POD for import paths (US>BC and EAL>BC). Conversely, customers serving BC Hydro's Native Load must use the BCH.Netwk.Ld POD for import paths (US>BC and EAL>BC).
Backup Procedure in the event of NWOASIS Outage

When outages to the NWOASIS node occur, the transmission reservation process is affected and back-up procedures are put in place to ensure that transmission services can continue to be procured. Section 12 of the Scheduling Business Practices describes the backup procedures in the event of an outage to the NWOASIS node.
During the BC Hydro Grid Operations designated backup period, Pre-schedule transmission requests can be faxed to the Pre-schedule office, and Real-time transmission requests can be phoned in and followed up by a fax to the Real-time scheduler.
As stated in Section 12, "BC Hydro will notify Customers of planned and unplanned outages on Grid Operations' website under Bulletins…". If customers experience problems accessing NWOASIS for BC Hydro transmission requests, but BC Hydro has not notified the market of an outage, then backup procedures are NOT in effect. In other words, BC Hydro Grid Operations will not process transmission requests by fax or phone if NWOASIS is operational and/or there has been no notification by BC Hydro to the market that an unplanned NWOASIS outage has occurred.
Customers experiencing problems with NWOASIS can contact BC Hydro to find out whether the problem is specific to them or general in nature. Customers that continue to experience problems while NWOASIS is operational should contact the BPA at the 24 hour line 360 418 2286.

Ancillary Services and Transmission Losses

The following table is posted as a guide to clarify Ancillary Services procurement for Wholesale Transmission Services on the BC Hydro transmission system. The table is not intended to replace or supersede the language in the applicable Tariffs.
Currently, BC Hydro is the only supplier of all ancillary services for transmission service on the BC Hydro transmission system. Transmission Customers have the option of self-supplying losses.
The attached table summarizes Ancillary Service and Transmission Losses requirements.
This information will be incorporated into the Scheduling business practices.

Customer Survey and Workshop Reminder

Just a quick reminder to parties interested in filling out the BC Hydro Grid Operations customer satisfaction survey that we were hoping to receive completed surveys by Wednesday August 14, 2002. We look forward to your feedback!
Also, please reply to Grid Operations if you are interested in attending the proposed one-day Customer Workshop (please see July 31 2002 15:52 bulletin) by Wednesday August 14, 2002. The purpose of the workshop is to discuss customer issues and review wholesale transmission services. Dates, venue, and a detailed agenda will follow once the workshop is confirmed.

2L90 and 2L91

The two 230 kV circuits between Kelly Lake substation and Bridge River Terminal substation were damaged by a forest fire on 2002 July 12 and remain out-of-service.
Repairs and a reconfiguration of the circuits will be completed by October 2002. The reconfiguration will result in:
- the existing 2L91 being permanently removed from service.
- 2L90 being returned to service with an unchanged thermal rating and a dynamic stability rating similar to the existing 2L90 and 2L91 combined.
Replacing two circuits with one circuit will:
- result in fewer maintenance outages.
- have negligible impact on Peace River transfer limits
- have negligible impact on Bridge River transfer limits under system normal conditions
Outages of the new 2L90 circuit will require some curtailment of the total Bridge River area generation (Bridge River 1, Bridge River 2, LaJoie, Seton, Walden North) and the arming of generation shedding for other contingencies.
Customer Survey

It's been over a year since the rollout of our new business processes and systems for scheduling and settlements as part of the Grid Operations Upgrade Project. We have learned a great deal in the administration of the rules and processes and we hope that market participants have had the opportunity to become familiar and comfortable with the new systems and practices as well.
BC Hydro Grid Operations would like to hear how our customers and market participants view their business dealings with us. The results of the survey will help us find ways to improve the administration of transmission services and ultimately the service we provide to our customers as well as aid us in preparing for the upcoming customer workshop. Individual survey responses will be confidential; however, a summary of the survey results will be made public through our website.

Customer Workshop

BC Hydro Grid Operations would like to meet with market participants to keep abreast of their changing demands and review wholesale transmission services issues. Therefore, we invite you to a one-day workshop where we can have open discussion on customer issues and market developments.
Please reply to Mark Prosperi-Porta of your intention with respect to attending the workshop by August 14, 2002. If you plan on attending, please state how many people from your company will be coming. Also, please ensure you complete the customer survey posted July 31, 2002 so that we can prepare to address your outstanding issues you might have.
The tentative dates for the workshops are September 12 in Calgary and September 17 in Vancouver. Agenda, dates and venues will be communicated to customers as the dates draw nearer. The format of the workshop will be interactive and not classroom style.

Line 71 Further Questions and Answers

Grid Operations received several more questions regarding the June 28, 2002 16:03 Line 71 bulletin as well as the July 5, 2002 13:25 Line 71 Question and Answers bulletin. The questions along with the answers are posted below:
Q. With respect to "Export and/or Import Scheduling for Line 71", the scheduling practices indicate that "Cominco is to provide information to BC Hydro as follows ..." Will this information will be conveyed via OASIS so that activities will be transparent to all market participants?
A: Cominco's import/export capacity that it does not need is released in preschedule to the market over OASIS.
Q: With respect to "Scheduling Rights Related to Line 71", please provide more information regarding how Grid Operations determines and monitors what capacity is available for Cominco to utilize on Line 71.
A. Grid Operations monitors the status of Line 71. Line ratings are obtained to determine Line 71 capacity, which has a direct impact on Cominco's scheduling rights. For example, procedures are currently in place to reduce Cominco scheduling rights to 0 if Line 71 suffers a forced outage.
Q: Does the statement "Cominco's Energy Schedules within the Scheduling Rights for Line 71 would not be curtailed other than for reliability purposes." mean that Cominco's energy schedules rights are excluded from WTS prorata curtailments due to inter-control area coordination?
A. If Line 71 is in-service and the TTC of the BC>US or the US>BC path is reduced causing WTS firm prorata curtailments, Cominco's energy schedules will not be curtailed prorata with WTS schedules. Cominco scheduling rights are affected by factors affecting the capacity of Line 71.
Q: In the last question regarding 3rd party scheduling of the July 5 posting, is the released capacity in question latent capacity on the BC Hydro Transmission system, which previously could not be utilized due to overall transfer limits between BC and BPA, and not capacity on Line 71 itself.
A. The answer could be yes or no, because it depends on the transmission network conditions at the time.
TradeWave Retirement Reminder

The TradeWave security system will be retired on July 15, 2002. All users must be registered to use their X.509 digital certificates. Some users are still employing TradeWave and it is imperative that all customers have their X.509 digital certificates in place and tested for use on July 15, 2002.

Line 71 Questions and Answers

Grid Operations received several questions this week regarding the June 28, 2002 16:03 Line 71 bulletin. The questions along with the answers are posted below:
What is the path on that line?
There is not an explicit "Line 71" path. The TTC of Line 71 is part of the TTC of the BC>US and the US>BC paths.
Is it BPA>WKPSYS?
No, Line 71 connects Teck Cominco's electrical system with the BPA system. One cannot schedule from BPA>WKPSYS directly.
If there is capacity left, will 3rd-parties be able to schedule on it?
Whatever capacity Cominco doesn't require over its Line 71 will be released to BC Hydro. BC Hydro will then release that excess capacity over OASIS to the market for purchase.

BC Hydro Grid Operations, as operator of the BC Hydro transmission grid, posts for information the following description of scheduling practices between BC Hydro and Teck Cominco Metals Ltd. ("Cominco") for Cominco's Line 71. An agreement on these items is to be effective 12 July 2002 with the practices in effect 45 days after. Please forward any comments to Mark Prosperi-Porta.

Note: These scheduling practices are related to Cominco's Line 71 and BC Hydro's scheduling on behalf of Cominco. These scheduling practices do not:
1) describe or apply to Cominco's use of BC Hydro's transmission services under BC Hydro's standard tariffs; nor
2) describe or provide the use of Line 71 by third parties.
* * * * * * * * * *
Cominco's Line 71 came into service in 1964 and interconnects the Cominco system to the system of BPA at the Canada/United States boundary. Cominco, the owner of Line 71, is able to export and import power on Line 71 subject to operating and regulatory limitations.
BC Hydro schedules all exports and imports of power from and to B.C. and, since the 1970's, has scheduled on behalf of Cominco for Line 71.
In conjunction with a system reconfiguration related to Aquila Network's Kootenay 230 kV Upgrade program, Cominco and BC Hydro have now documented the scheduling practices pertaining to Cominco's Line 71 transmission as "Scheduling Rights". In this regard, the following is a summary of the agreement:
"BC Hydro's Usual Commercial Practices" are the usual commercial practices, procedures, and timelines, followed by BC Hydro in its dealings with third parties, which includes its own generation business unit, respecting use of BC Hydro's transmission services.
"Energy Schedules" refer to Cominco's schedules for "Exports" (from B.C. to U.S.) and "Imports" (from U.S. to B.C.) in respect of Line 71.
"Line 71" means Cominco's 230 kV 370 MW transmission line from Waneta Station to the Canada/U.S. boundary and upgrades or replacements and transformation equipment between the 230 kV and 69 kV buses at the Waneta Station (Cominco's electrical station at Waneta Dam on the Pend d'oreille River.)
Reservation of Transmission Capacity
In the system(s) BC Hydro uses to determine and advise third parties of the amount of transmission capacity available to accommodate exports and imports of power, BC Hydro reserves for use by Cominco sufficient transmission capacity for Cominco Energy Schedules (less any Released Scheduling Rights) as described below.
Scheduling Rights Related to Line 71
Cominco's Energy Schedules make use of up to a maximum of 370 MW. Curtailment of Cominco's Energy Schedules depends upon the availability and capacity of Line 71. When Line 71 is available with sufficient capacity, Cominco's Energy Schedules within the Scheduling Rights for Line 71 would not be curtailed other than for reliability purposes. If Line 71 is not available with sufficient capacity, Cominco's Energy Schedules within the Scheduling Rights for Line 71 would be curtailed accordingly. All other schedules of energy made by Cominco are curtailed by BC Hydro in accordance with BC Hydro's Usual Commercial Practices.
Export and/or Import Scheduling for Line 71
Cominco is to provide information to BC Hydro as follows for scheduling purposes:
(a) 2-day ahead - hourly amounts of transmission capacity within Cominco Export Scheduling Rights and Import Scheduling Rights to be reserved for Cominco Energy Schedules on the second following day, to be provided no later than 14:00 (PST/PDT) 2 days before the day of service.
(b) Day-ahead - hourly amounts of transmission capacity within Cominco Export Scheduling Rights and Import Scheduling Rights to be reserved for Cominco Energy Schedules on the following day, superseding and not exceeding the amounts provided on the 2-day ahead basis above. Cominco will provide this advice consistent with timelines under BC Hydro's Usual Commercial Practices.
(c) Information (eg. eTags) - Cominco will provide information and documentation (eg. eTags) consistent in form, content and timelines with BC Hydro's Usual Commercial Practices.
Released Scheduling Rights
2 Day-Ahead Release - Cominco releases to BC Hydro, on a 2 day-ahead or earlier basis, transmission capacity in excess of (a) above.
1 Day-Ahead Release - Cominco releases to BC Hydro, on a 1 day-ahead basis, capacity in excess of (b) above.
Further Release - Cominco further releases to BC Hydro transmission capacity reserved by Cominco pursuant to (b) above for which Cominco does not provide information pursuant to (c) above.
Availability Once Released - BC Hydro includes Released Scheduling Rights as above as BC Hydro available transmission capacity for WTS service.
Retirement of TradeWave Security System Delayed

We have been informed that the retirement of TradeWave security system is delayed by two weeks. The new date for the retirement of the TradeWave security system is July 15th, 2002 at 07:00 Pacific. Between now and July 15th, both the new X.509 certificates (DST or OATI) and TradeWave will be supported. However, Customers are encouraged to convert to the new X.509 certificates as quickly as possible and to discontinue the use of TradeWave.

New Digital Certificate Login Available

As you may already know, as of this morning Transmission Customers can now log into the BC Hydro's OASIS using X.509 certificates from either DST or OATI. Our homepage contains a link titled "Login (X.509)." Selecting this link instead of the TradeWave logon link titled "Login" will prompt the user for their X.509 certificate.
Please activate the following link for information and registration with respect to the new digital certificate. It contains updated information on how to register an X.509 certificate and links to the actual on-line registration forms and wizards. The "TradeWave to X.509 Wizard." Link allows an existing user of the NWOASIS to automatically register their new X.509 certificate. It's recommended customers use the TradeWave to X.509 wizard PRIOR to June 30th. After June 30th, this wizard will not work.
Please take advantage of this transition period from TradeWave to X.509 to obtain and become familiar with the new X.509 digital certificates before TradeWave is phased out. Thank-you.

eTag 1.7 - Adjustment Requests

eTag 1.7 allows customers to adjust an eTag's transmission or energy profile higher or lower than originally requested. BC Hydro's Scheduling Application can process eTag adjustments in Real-time and Pre-schedule. Please refer to Section 9 Scheduling Energy on Transmission Reservations of our Scheduling Business Practices for rules and timelines with respect to submitting eTag adjustments.
Transmission Schedules and eTags on Internal Path

Effective June 21 2002, Transmission Customers wishing to utilize internal BC paths to/from the WKP service territory (for example BCHSYS>WKPSYS or WKPSYS>BCHSYS) in Real-time and Pre-Schedule must submit an OASIS request to book the transmission and submit an eTag for the relevant energy.
TTC and ATC are not posted for the above mentioned paths on OASIS since these paths are not currently constrained. However, Transmission Customers simply need to enter the SUBMIT Request screen and choose the internal path desired to submit a transmission request.
In the event OASIS or eTag systems are not functioning, then normal backup procedures as described in Section 12 Backup Procedures for Scheduling System Outages go in effect.

Short-term Reservation Procedure Announcement

To accommodate entities that still operate on a 5-day basis, the industry has developed and adopted energy scheduling practices that pre-schedule Friday and Saturday's energy transactions on Thursday and Sunday and Monday's energy transactions on Friday. We have been informed by a variety of market participants that our earliest request timelines for hourly and daily transmission, coupled with our requirement to designate transmission with an OASIS number on eTags, is inhibiting this weekend pre-schedule practice.
To accommodate this standard industry practice, effective 00:00:00 June 13, 2002, Grid Operations will make hourly transmission available 1 Working Day prior to start of service and daily transmission available 2 Working Days prior to start of service where Working Days exclude weekends and holidays as posted on OASIS. The following clarifications apply to this change.
Hourly Firm and Hourly Non-Firm Transmission
The window for purchasing Hourly Firm and Hourly Non-Firm transmission for Saturday, Sunday and Monday will be as follows:
Hourly Firm and Hourly Non-Firm Transmission requests for Saturday can be submitted as early as 00:00:00 Thursday. Requests for Saturday submitted between 00:00:00 Thursday and 12:00:00 Friday will be deemed to be received at 12:00:00 Friday and will be processed according to their priority in the OASIS queue.
Hourly Firm and Hourly Non-Firm Transmission requests for Sunday and Monday can be submitted as early as 00:00:00 Friday. Requests for Sunday or Monday submitted between 00:00:00 Friday and 12:00:00 Friday will be deemed to be received at 12:00:00 Friday and will be processed according to their priority in the OASIS queue.
Holidays as posted on OASIS will affect these bidding windows. For example, if a statutory holiday falls on a Monday, transmission requests for the following Tuesday can be submitted as early as 00:00:00 Friday. Requests for that Tuesday submitted between 00:00:00 Friday and 12:00:00 Friday will be deemed to be received at 12:00:00 Friday and will be processed according to their priority in the OASIS queue.
Daily Firm and Daily Non-Firm Transmission
The window for purchasing Daily transmission for Saturday, Sunday and Monday will be as follows:
Daily Firm and Daily Non-Firm Transmission requests for Saturday, Sunday, and Monday can be submitted as early as 00:00:00 Thursday.
Daily Firm and Daily Non-Firm Transmission requests for Tuesday can be submitted as early as 00:00:00 Friday.
Holidays as posted on OASIS will affect the bidding window. For example, if a statutory holiday falls on a Monday, transmission for the following Tuesday can be submitted as early as 00:00:00 the previous Thursday.
The above changes are incorporated into the Scheduling Business Practices.

NWOASIS Site Off-line Sunday June 2, 2002

BPA has notified us that the NW OASIS site will be off-line from 12:00 PDT (approximate) to 20:00 PDT on Sunday, 2 June 2002 for a significant system upgrade.
The scheduled outage will affect both Pre-schedule and Real-time operations.
In order to obtain transmission in Pre-schedule for day plus one, please plan to complete your OASIS reservations in advance of the approximate outage time of 12:00 PDT. During the outage, the Pre-schedule office will revert to back-up procedures. Please check the updated Backup Procedures in Section 12.2(a) of our Scheduling Business Practices. The Pre-schedule office will attempt to periodically post ATC and timelines for submitting faxes during the outage to the BC Hydro Grid Operations' Bulletin Board. Any transmission requests that are submitted on OASIS during the NWOASIS outage will be INVALID.
With respect to real-time operations, customers must follow the official Backup Procedures for an OASIS Outage located in Section 12.2(b) of our Scheduling Business Practices. That is, the Real-time Office will accept telephone requests for ATC during the outage, but customers must follow up by faxing the Transmission Service Fax Request Form to the Real-time Office fax number at (604) 473-2738. In addition, note that BC Hydro will be the default supplier for all Ancillary Services reservations including losses, and that, if required, BC Hydro will perform curtailments.
All eTags will be processed as usual in Real-time and Pre-schedule.
Customers will be notified via bulletin when NWOASIS resumes normal operation or if NWOASIS experiences further outage time.
