OATI Outage Tonight - REMINDER

Further to the bulletin posted on 28 March 2003 @ 10:53, this is a reminder that there is an OATI planned upgrade outage of the eTag Application on Thursday, 10 April 2003, from 00:00:00 (midnight) to approximately 00:30:00 PDT. As a result, Grid Operations' customers should adhere to official eTag System Outage Backup Procedures during the outage time frame.
Amended Business Practices

Grid Operations' Business Practices are amended as follows:
The Table of Contents is amended to include our Settlements and Billing Business Practices.
Sections 1.1 and 1.2 of the Customer Registration Procedures are amended to remove Step 2, which was the Energy Removal Certificate requirement. Order in Council No. 0121, approved and ordered 14 February 2003, ordered that Section 1 of the Energy Resource Removal Exemptions Regulation, B.C. Reg. 385/80 be amended by adding the following paragraphs: (h) natural gas; and (i) electricity. Consequently, the steps in Sections 1.1 and 1.2 are of our Business Practices are renumbered accordingly.
Section 2, TTC/ATC, is finalized further to the draft Business Practices posted for comment on 3 March 2003 @ 17:25.
Section 4, Transmission Reservation Procedures, is amended to include the use of Source and Sink fields in OASIS. In addition, Table 1 in Section 4.1 is amended to reflect correct OASIS POR/POD names.
Section 10, Ancillary Services, is amended to provide clarification on how to submit a child (loss) eTag. In addition, the table located in Section 10.4 is amended to reflect correct OASIS path names.
Section 12, Backup Procedures for Scheduling System Outages, is amended to include the link to the eTag Fax Request Form in Section 12.3, number 1.
We have amalgamated our Settlements and Billing Business Practices with our Scheduling Business Practices with the objective of providing customers with a comprehensive Business Practices package. Minor amendments are made to Section 13, Settlements and Billing, for clarity purposes.
Section 14 (previously Section 13), Glossary of Acronyms and Definitions is revised to reflect the addition of new acronyms and definitions resulting from amendments to various sections of the Business Practices.
Vertical lines and date stamps are inserted in the above sections of our Business Practices for ease of reviewing amendments.
OATI Outage

There is an OATI planned upgrade outage of the eTag Application on Thursday, 10 April 2003, at 00:00:00 (midnight) PDT. The outage duration is anticipated to be approximately thirty (30) minutes. OATI understands that this outage has substantial impacts to customers; however, this outage was purposefully planned for early spring to prepare for upcoming summer peak-loads on OATI software and hardware systems.
The upgrade will replace all existing eTagging hardware systems at OATI to new, state-of-the-art hardware. OATI is being proactive in anticipation of greater eTag system loads in the upcoming months and years. If you have any questions regarding this planned outage, please contact OATI support staff at support@oati.net or call (763) 201-2020.
As a result, Grid Operations' customers should adhere to official eTag System Outage Backup Procedures during the outage time frame.

Scheduling Business Practices Section 2 - TTC/ATC – Question, Response and Update

~LT~p~GT~BC Hydro Grid Operations received the following question to the bulletin posted on March 3, 2003 @ 17:25 regarding the DRAFT Scheduling Business Practices Section 2 - TTC/ATC.~LT~i~GT~Can you confirm that sales of long term and short term firm transmission on both the EAL-BC and BPAT-BC paths will be based on the limits described in SOO 7T-17 and that any reductions to firm import limits due to net transfer limits would be done in real-time as conditions dictate?~LT~/i~GT~~LT~/p~GT~
~LT~p~GT~Grid Operations’ response is:~LT~/p~GT~
~LT~p~GT~~LT~i~GT~At the present time, the sale of short-term firm transmission is based on the limits described in SOO 7T-17 for BC<>AB and SOO 7T-18 for BC<>US. Reductions to firm import limits resulting from net import into BC constraints may cause transmission curtailments in Real-time if the reductions cannot be managed in Pre-schedule.~LT~/i~GT~~LT~/p~GT~
~LT~p~GT~~LT~i~GT~At some time in the future, Grid Operations may have improved tools and processes to ensure that all individual and simultaneous limits are taken into account when selling firm and non-firm transmission, in order to reduce the likelihood of transmission curtailments.~LT~/i~GT~~LT~/p~GT~

Forced Outage Web Page

We are pleased to announce the addition of the Forced Outages web page to the Grid Operations Website. In the event of a forced outage to a major transmission element (interties with neighboring control areas, bulk 500 kV transmission lines, major equipment), Grid Operations will post the outage to the web page. The affected equipment will remain listed on the page for as long as it is out of service, and the page will be updated every 5 minutes. Once the equipment is back in service it will be removed from the web page.

Transmission Timeline Changes – UPDATE

Further to customer discussion held during the teleconference call on Friday, 14 March 2003 the Confirmation Timelines for Accepted, Counteroffer, and Matching for the Firm and Non-Firm Monthly service increment will be extended from 60 minutes to 2 hours. We still anticipate this timeline and the other timeline changes identified in the 11 March 2003 @ 12:10 bulletin to be implemented on 19 March 2003 at 13:00 PST. However, we will post another bulletin if the implementation date changes.

Transmission Timeline Changes – IMPLEMENTATION

Further to the bulletin posted 14 February 2003 @ 15:31, Grid Operations is pleased to share the comments received pertaining to this bulletin and announce that the Pre-schedule timeline changes mentioned within that bulletin will be implemented on 19 March 2003 at 13:00 PST.
Specifically, those changes are:
- Shrinking the Confirmation Timelines for Accepted, Counteroffer, and Matching to 10 minutes for Firm and Non-Firm Hourly and Daily service increments, 30 minutes for Firm and Non-Firm Weekly service increments, and 60 minutes for Firm and Non-Firm Monthly service increments.
An issue raised at both the Calgary and Burnaby Customer Workshops was the 60-minute Accepted, Counteroffer, and Matching time limit for Firm and Non-Firm Monthly transmission service. As a result, we invite you to participate in a teleconference call on Friday, 14 March 2003 from 09:30 to 10:30 to discuss this issue further. Customers within the Lower Mainland should call 604-519-2200, using Participant Code 6152 to connect. Customers outside of the Lower Mainland should call 1-877-452-1211, using Participant Code 6152 to connect.
- Shrinking Upload time and Making the Morning Posting Earlier. The morning upload will be from 07:30:00 to 07:59:59 wherein automated processing of Pre-schedule OASIS transmission requests will be halted. Customers can then submit transmission requests at 08:00:00 provided that the morning posting concluded by the requisite time as set out in number 3 below.
- Shrinking the Window Acceptance Time and the Delay Time. The window acceptance time will be reduced from 10 minutes to 5 minutes, and the delay time from 30 minutes to 15 minutes. This means that if the morning posting has not finished uploading to OASIS by 07:55:00 the window for accepting new OASIS transmission requests is delayed by 15-minute increments until posting concludes.
For example:
- If the upload concludes before 07:55:00, then the next posting will be 08:00:00.
- If the upload concludes between 07:55:00 and 08:09:59, then the next posting will be 08:15:00.
- If the upload concludes between 08:10:00 and 08:24:59, then the next posting will be 08:30:00.
- If the upload concludes between 08:25:00 and 08:39:59, then the next posting will be 08:45:00.
- If the upload concludes between 08:40:00 and 08:54:59, then the next posting will be 09:00:00.
- Processing of Firm and Non-Firm displacements will stop for Day Plus 1 at 10:00:00 NPD.
- Moving the Conditional Until Times One Hour Earlier. The Conditional Until Time for Firm Hourly transmission service will be moved to 09:00:00 NPD. Similarly, the Conditional Until Time for Non-Firm Hourly, Daily, Weekly, and Monthly transmission service will be moved to 09:00:00 NPD.

eTag 1.7.095 Implementation Date

The latest change to NERC eTagging, version 1.7.095, will go online at 22:00 PST on 3 March 2003. The biggest change apparent to tagging users will be the ability for all Transmission Providers (TPs) to submit Curtail and Reload requests for tags in which they are a participant. This eliminates the need for TPs to notify the Generating Control Area (GCA), Load Control Area (LCA), or Security Coordinator (SC) to ask that they submit the Curtail or Reload request on behalf of the TP.
This change only affects who can author a Curtail or Reload request, but has no effect on Approval Rights to these requests. As before, only the GCA and LCA will have the ability to approve or deny a Curtail or Reload request, and all Curtail and Reload requests are eligible for Passive Approval even if submitted "Late".
All other changes related to this eTag Specification release are minor "under-the-hood" programmatic changes that will have no impact for the vast majority of users.
OATI Upgrade Outage on 27 February 2003 – UPDATE

Further to the bulletin posted on 24 February 2003 @ 15:44, please note that the outage time will be for 30 minutes from 16:00 to 16:30. Since this time frame affects both Pre-schedule and Real-time, customers should adhere to backup procedures for both as follows:
- Pre-schedule – Customers can fax eTags to the Pre-schedule Office at (604) 473-2722. Pre-schedule staff will manually enter the energy schedules from the faxed eTags into BC Hydro’s Scheduling Application.
- Real-time – Customers may telephone the Real-time Office at (604) 473-2723 with their energy schedules; however, the telephone schedules must be backed up with a faxed eTag to the Real-time fax at (604) 473-2738.
The eTag Fax Request Form is located at http://www2.bctransco.com/schedule/pdf/eTagReqFax.pdf.
- Losses will be linked with the parent through a manual process. Therefore, the Customer must submit a separate fax for losses or accept BC Hydro as the default supplier.
- Interruptible Energy schedules will be accepted by telephone.
- The following applies to Adjust (send and receive):
- Upon (telephone) notification from the Sink Control Area, the Schedulers will manually adjust the energy schedule accordingly in BC Hydro's Scheduling Application. The Sink Control Area is responsible for notifying parties to the transaction (in eTag).
- In the event that BC Hydro is the Sink Control Area, the Schedulers will notify the Source Control Area by telephone and adjust the energy schedule in BC Hydro's Scheduling Application. This will automatically trigger the creation of an Adjust eTag when service resumes.

OATI Upgrade Outage on 27 February 2003

There will be a 30-minute outage of the eTagging system on Thursday, 27 February from 18:00 to 18:30. During this time period, OATI will be doing an upgrade to the WEBDATA Server in preparation for implementation of eTag 1.7095 on 4 March.
Therefore, customers submitting energy schedules during the outage in Real-time should adhere to backup procedures as follows:

Currently, during 08:00:00 to 08:59:59 automated processing of Pre-schedule OASIS transmission requests is halted in order to simultaneously post Hourly, Daily and Monthly TTC/ATC and prices to OASIS.
We propose to shrink the morning upload time by 30 minutes and move it 30 minutes earlier. Therefore, the morning upload would be from 07:30:00 to 07:59:59 wherein automated processing of Pre-schedule OASIS transmission requests would be halted. Customers could then submit transmission requests at 08:00:00 provided that the morning posting was initiated by the requisite time as set out in number 3 below
- Shrink Window Acceptance Time and the Delay Time
Currently, if the morning posting is not initiated by 08:50:00 the window for accepting new OASIS transmission requests is delayed by half-hour increments until posting initiates.
As proposed in number 2 above, morning upload time would occur from 07:30:00 to 07:59:59. Additionally, we propose to shrink the window acceptance time from 10 minutes to 5 minutes, and the delay time from a half-hour to 15 minutes. This means, that if the morning posting is not initiated by 07:55:00 the window for accepting new OASIS transmission requests is delayed by 15-minute increments until posting initiates.
For example:
If the upload starts before 07:55:00, then the next posting would be 08:00:00.
If the upload starts at 07:55:00, then the next posting would be 08:15:00.
If the upload starts at 08:05:00, then the next posting would be 08:15:00.
If the upload starts at 08:10:00, then the next posting would be 08:30:00
- Processing of Displacements
Currently, displacements for both Firm and Non-Firm transmission stop at 12:00:00 of the Normal Pre-schedule Day (NPD) for Day Plus 1.
We propose the following options:
- Stop processing Firm and Non-Firm displacements for Day Plus 1 at 10:00:00 NPD.
- Stop processing Firm and Non-Firm displacements for Day Plus 1 at 11:00:00 NPD.
- Make the Conditional Until Times Earlier
Currently, the Conditional Until time for Firm Hourly transmission service is 10:00:00 NPD. Similarly, the Conditional Until time for Non-Firm Hourly, Daily, Weekly, and Monthly transmission service is 10:00:00 NPD. Note that the amount of time Grid Operations is allowing for displacements is not changing since we’re proposing to open the bidding window one hour earlier.
We propose the following option:
- Move the Conditional Until time up to 09:00:00 NPD for the product Classes and Service Increments proposed above.

Thank you for your comments on the DRAFT process and business practice for scheduling on the LM>BPAT path posted on November 22, 2002 @ 14:47. We have incorporated the comments and present the following updated DRAFT process and business practice. Please submit any further comments via e-mail to bcha.oasis@bchydro.bc.ca by January 17, 2003.
Otherwise, this process and business practice will become FINAL and incorporated into the Scheduling Business Practices. All submitted comments will be posted.

Displacement Process in Pre-schedule

Currently, in Pre-schedule customers can create a displacement situation by requesting transmission for an extended duration wherein the capacity requested for that extended duration exceeds the Available Transmission Capacity (ATC) for sale. When this occurs, the Displacee does not have a valid opportunity to MATCH and his/her original transmission request is INVALID. The Displacer's transmission request is also REFUSED due to insufficient ATC. As a result, transmission requests queued after the Displacer receive the ATC freed up by the Displacee on a first-come first-served basis.
Various customers have articulated their concerns regarding this issue. As a result, we are pleased to announce that effective 14 January 2003, at 1:00 p.m., we are implementing a technical fix to this displacement flaw so that transmission requests for extended duration will be REFUSED if there is insufficient ATC. We appreciate your patience regarding this matter.
