Amended Business Practices

As a result of interim WTS rates Section 4, Transmission Reservation Procedures, and Section 5, OASIS Processing Procedures, of our Business Practices are amended to reflect the reduction in maximum price from $6.4 to $6.3 for Short-Term Firm and Non-Firm transmission service. In addition, Section 13, Settlements and Billing, is amended to reflect new payment routing instructions for U.S.customers.
Interim WTS Rates

Pursuant to the British Columbia Utilities Commission Order No. G-8-04, BCTC will apply the changes to the following Wholesale Transmission Service rates on an interim basis effective 1 April 2004.
Rate Schedule 3000
The Monthly Network Transmission Revenue Requirement rate is reduced to $38,963,333.
Rate Schedule 3001
The Long-Term Firm Point-to-Point rate is reduced to $4.62 per kW of Reserved Capacity per month on paths with PORs in the Southern Interior of BC or Alberta and PODs in the Lower Mainland, Vancouver Island, or BPA. For all other paths the Long-Term Firm Point-to-Point rate is reduced to $4.20 per kW of Reserved Capacity per month.
The Short-Term Firm maximum price is reduced to $0.0063 per kW of Reserved Capacity per hour.
Rate Schedule 3002
The Short-Term Non-Firm maximum price is reduced to $0.0063 per kW of Reserved Capacity per hour.
Rate Schedule 3003
The Scheduling, System Control and Dispatch Service rate is increased to $0.333 per MW of Reserved Capacity per hour.
Rate Schedule 3006:
The Energy Imbalance Service rate is increased to $0.02787.
As a result of these interim rate changes customers’ Daily Settlement Reports may be lengthy in size from 28 April to (possibly) 30 April and be affected as follows. Under the Adjustments section of the Daily Settlement Report, customers will see three rows of numbers for each transmission transaction, which depicts the Billed, Revised, and Adjusted amounts. These amounts reflect the rate prior to 1 April 2004, the interim rate effective 1 April 2004, and the difference of those two amounts for Rate Schedules 3001 and 3002 charges, respectively. In addition, customers will see three rows of numbers for Rate Schedule 3003 transactions. However, the Billed and Revised amounts will be the same, both reflecting the interim rate, and the Adjustment will be zero. This is because our billing system applies the new rate to the entire month of transactions.

Common Issues Discussed in Customer Meetings

There were a number of common issues discussed in customer meetings during March 23 - 25. The following are Market Operations’ responses to those issues:
Separation of East & West Tie
Splitting the BC/US scheduling path into separate east side and west side paths requires more than a cursory change to our scheduling system and processes. A significant change would be required to our TTC/ATC methodology and at considerable cost. The benefits are uncertain and disputed. The splitting of the paths would also need to be co-ordinated with BPA. In consideration of these factors, we cannot justify splitting the BC/US scheduling path at this time.
Real-time Transmission Purchasing Deadline (XX:35)
Customers were divided on this issue. Some wanted to shorten the transmission purchasing deadline to XX:30, some wanted to extend it to XX:40 (or later), while still others were indifferent.
Market Operations does not believe that the transmission purchasing deadline needs to be the same as Alberta’s energy purchasing deadline (XX:30). Rather, the transmission purchasing deadline needs to be, at a minimum, as long as Alberta’s energy purchasing deadline in order to accommodate the purchase of transmission for energy transactions.
Likewise, Market Operations believes that it is important to be consistent and apply this same rationale to NERC’s energy purchasing deadline policy of XX:40. Since there does not appear to be any substantive disadvantages as a result of this change, Market Operations will be extending the transmission purchasing deadline from XX:35 to XX:40 effective 13:00 on May 11, 2004. Thus, the transmission and energy purchasing deadlines will be the same. This will provide customers with an additional five minutes to purchase needed transmission for their energy transactions. This change will not affect any other rules. For example, customers still cannot purchase transmission after XX:25 if that transmission will interrupt another CONFIRMED transmission reservation.
Pre-confirmed No in Real-time
Customers were divided on this issue. Some wanted to retain this flexibility while others wanted it removed. Market Operations’ research of the allegations for why some customers wanted it eliminated did not substantiate the complaints. In addition, evidence suggested that customers are using it for the purpose it was intended - to secure and finalize their energy contracts before confirming/finalizing the transmission reservation/contract. These factors and Market Operations’ desire to maintain close adherence with FERC Order 638 lead to the decision to retain this functionality.
Dynamic (within-the-hour) Scheduling
Market Operations is actively working within the industry to address this issue.
Interactive Customer Issues Forum
Although customers unanimously supported this concept, they were divided in its execution. Some preferred the face-to-face approach while others favoured an approach that preserved their anonymity. Market Operations will be reviewing the various options and posting a bulletin when implementation of this forum is imminent.
Network Economy
Market Operations is familiar with the issues that Network Economy raises and we are investigating new possibilities of managing those issues.

Displacements
Customers unanimously supported retention of this functionality. Suggestions were put forth to have more than one opportunity to submit a correct match, shape a match, and reduce or remove the matching timeline. Implementing the first two suggestions requires more than a cursory change to our scheduling system and processes and adds significant complexity. In 2003, Market Operations reduced the Customer Confirmation Limit for Matching in order to accommodate industry energy scheduling deadlines. We believe that a further reduction in time is too restrictive to customers while removing the timeline completely contravenes FERC Order 638. Therefore, Market Operations will be retaining the functionality as is.
Extended Windows
Customers unanimously supported retaining this functionality, which Market Operations will be doing. However, to remove ambiguity of when customers can commence purchasing transmission for the weekend and for statutory holidays, when applicable, Market Operations will be posting a tool on a monthly basis to aid in this objective.
Market Operations will be directly replying to each customer’s specific questions via e-mail by April 30.

TSS Planned Outage now over

BCTC would like to inform you that the TSS planned outage posted on April 6, 2004 from 12:50 - 13:10 is now over. Normal procedures can now be followed with the exception of Etag processing. Etag processing continues to be off-line, customers can still submit tags and adjustments and BCTC will manually process. Adjustments should also be phoned until further notice; We apologize for any inconvenience this may cause.

TSS Planned Outage

BCTC would like to inform all of a scheduling system outage planned for Tuesday April 6th, 2004 from 12:50 - 13:10 Pacific. As a result, official backup procedures for this outage will be in effect for both Real-time and Pre-schedule during this period. The purpose of this outage is to implement the required changes to our scheduling system for the Internal Path project as outlined in our April 2nd, 2004 bulletin.
Internal Path Project and Amended Business Practices

BCTC is pleased to announce the implementation of our Internal Path Project on 6 April 2004 @ 13:00 PPT. BCTC’s Internal Path Project was developed in response to Action Item #15 of the BC Energy Policy as part of an overall solution to improve access to the transmission system and enable IPP participation in wholesale power markets.
The new internal path W/BCHA/BCHA - BCHA// will be posted on OASIS for ATC/TTC and reservation purposes at the price of $6.40 (not subject to discount). Both the Point of Receipt (POR) and the Point of Delivery (POD) will be BCHA.Internal. However, losses can be delivered to W/BCHA/BCHA - BCHA// with a POD of BCHA.Network at the discounted price.
Sections 1, 4, and 10 of our Business Practices have been amended to reflect the addition of this path. In addition, links are corrected and clarification is provided for unrelated matters.

Next Scheduling Hour Curtailment Procedure

Since 1 March 2004, BCTC has been curtailing on an hour-by-hour basis at the top of the hour. Effective 26 March 2004 at 16:00 PPT, BCTC will be augmenting this procedure. Therefore, a cursory phone call notifying the customer of "The potential for curtailments/interruptions at the bottom of the hour" will be made ASAP after verifying the limits for the next scheduling hour with adjacent Control Areas. This notification is for the potential only and should not be considered notification of the actual curtailment/interruption.
Curtailments/interruptions may or may not be required based on schedule adjustments or counter flow energy schedules received up until XX:40:00. Curtailments/interruptions will be performed and subsequent notifications made shortly after XX:40:00 if still required.
This procedure is being implemented in an attempt to keep the market more informed of Intertie limit changes while maintaining a consistent time when curtailments are performed. If you have any questions regarding this procedure please contact Brett Hallborg @ 604-293-5852.

OASIS Customer Comments Field

BCTC has identified the cause of the OASIS outage from March 18th @ 22:27. It appears there is an inherent technical problem in our OASIS processing automation where if an apostrophe (') is used in the Comments field all processing of OASIS requests is immediately halted. While a solution has been identified, it has yet to be implemented in our scheduling system. Until such time we are asking our customers to refrain from using any apostrophes in the Comments field.
We would also like to remind our customers that the Comments field in OASIS requests should be used for "professional" comments only.

Extended Windows - Business Practice Amendment

The extended windows, for purchasing Daily Firm and Non-Firm transmission for Day+2, open at 00:00:00 on Thursday and Friday, respectively. It has come to our attention that customers are able to purchase Daily Firm and Non-Firm transmission prior to 00:00:00 on Thursday for Saturday and prior to 00:00:00 on Friday for Sunday and Monday. Since we do not have a mechanism in place to prevent customers from purchasing transmission prior to these times we are amending Section 4.3, Scheduling Timelines, of our Business Practices to align with our system functionality. Therefore, the bidding window for Day+2 (for purchasing Daily Firm and Non-Firm transmission) will open shortly after the Pre-schedulers have checked out with adjacent control areas at approximately 17:00:00 PPT and the subsequent posting has concluded. Note that this time may vary depending on how long it takes Pre-schedule to conclude its checkout with these other parties. Moving the opening of the extended windows, for Daily Firm and Non-Firm transmission, is an interim solution until we can implement a technical mechanism to enforce the opening at 00:00:00. We will advise you prior to reverting back to the original business practice and implementing the technical solution. Thank you for your patience.

The Table of Contents is amended to include a section for NITS registration procedures and to revise a title.
Section 1, Customer Registration Procedures, is amended to include NITS registration procedures, clarify the responsibilities between BCTC and BC Hydro, clarify the notification period in the event network upgrades are required for long-term transmission service, update the Customer Contact Form, and correct links within the document.
Section 2, TTC/ATC, is amended to adjust the range of TRM, clarify the responsibilities between BCTC and BC Hydro, and correct links within the document.
Section 3, Posting Service Offers to OASIS, is amended to reflect new references, clarify the responsibilities between BCTC and BC Hydro, and correct links within the document.
Section 4, Transmission Reservation Procedures, is amended to clarify pricing for weekly transmission requests, clarify the NPD, and update the path names (to be implemented on 5 March) identified in table 1 of Section 4.1.

Customer Meetings

Market Operations would like to meet with market participants on a one-on-one basis, for one day, in Calgary during the week of March 15 - 19 or alternatively March 22 - 26 if industry obstacles present themselves. In addition, we will schedule meetings with other market participants in Vancouver during that same time period. The purpose of the meetings are to keep abreast of participants' changing demands and review Wholesale Transmission Services issues. Therefore, we are soliciting feedback from market participants regarding interest level, the timing of the potential meetings, issues that you would like to discuss, and suggestions to improve our website.

Based on customer inquiry BCTC would like to clarify the results of the recently posted Impact Study "System Impact Study for BC Hydro Generation’s 221 MW, Five Year Transfer on the BPAT x BCHA Path".
In the study import ATC levels for 2004, 2005 and 2006 were listed for the following situations:
- existing transmission system with current minimum online rotational energy commitment of 24290 MJ (also in Table 1)
- 5L52 thermally upgraded with an increased minimum online rotational energy commitment of 29550 MJ (also in Table 2)
BCTC has been requested to communicate the import ATC levels for 2004, 2005 and 2006 with an increased minimum online rotational energy commitment of 29550 MJ, but no thermal upgrade of 5L52.
The following table includes ATC levels from the Impact Study and the new information.

Long-Term Firm Point-to-Point Transmission - COUNTEROFFER Business Practice

British Columbia Transmission Corporation (BCTC) is pleased to announce the implementation of counteroffer functionality for Long-Term Firm Point-to-Point transmission service requests.
In the course of processing long-term service requests, BCTC may determine that only partial service is available. Partial service (less than that requested) for Long-Term Point-to-Point transmission includes:
- Partial amount available over a minimum duration of one year;
- Partial term (minimum one year); or
- Combination of the above.
BCTC tenders a Service Agreement to the customer for the available transmission capacity pursuant to the Tariff. The customer has the option to execute the Service Agreement for any amount of transmission capacity up to the amount available, but not exceeding the amount specified in the original transmission request.
Once a Service Agreement is executed, the contract is formalized on OASIS for transparency purposes. If BCTC needs to change the terms (Start Date, End Date, and/or capacity amount) from the original transmission request to reflect partial service that has been agreed to in the Service Agreement, BCTC will send a COUNTEROFFER, via OASIS, to the customer presenting these changes.
The customer can view the COUNTEROFFER profile on OASIS. There are three types of response buttons (CONFIRM, REBID, AND WITHDRAW). The customer must choose the CONFIRM button for the OASIS status of the request to change to CONFIRMED, reflecting the contractual agreement encompassed in the Service Agreement. If the customer chooses WITHDRAW or REBID, the OASIS status of the request will change to WITHDRAWN or INVALID, respectively.

Further to the bulletins posted 2 December 2003 @ 16:42 and 9 December 2003 @ 10:16, we are pleased to announce that the interim procedure established for Post Schedule Detail queries no longer applies. The technical deficiency associated with this functionality has been resolved by the OASIS Administrator. To access Post Schedule Detail information click on QUERY Schedule Detail under MISCELLANEOUS on the OASIS template. Then on the Schedules Query web page identify your desired criteria, via the drop down menus, to procure a list of results wherein you can access further details through the Schedule Ref or Assignment Ref numbers.
