BCTC E-mail System - Outage

Effective September 7, 2004, Brett Hallborg will be changing positions from Manager of Scheduling and After-the-Fact Reporting to System Operations Supervisor in Real Time Operations. As a System Power Dispatcher and then in his role in Market Operations, Brett has provided valuable support to our customers which we have appreciated. Brett will continue to provide value to BCTC and our customers through his new work in Real Time Operations. Please join us in wishing Brett well in his new role.

Amended Business Practices

Market Operations has amended its Business Practices as follows:

Customer Registration Procedures is amended to correct typos, clarify requirements, and reflect subsequent Section number changes as a result of the incorporation of Pricing Methodologies into the Business Practices (hereafter referred to as "subsequent Section number changes").

TTC/ATC is amended to correct typos and reflect subsequent Section number changes.

Pricing Methodologies will be released in the near future.

Posting Service Offers to OASIS, OASIS Processing Procedures, Changing a Transmission Reservation (Redirect), Reassignment of Transmission Rights, Mixed Class Wheelthrough, Curtailment, Interruption and Reinstatement, Backup Procedures for Scheduling System Outages, and Glossary of Acronyms and Definitions are amended to reflect subsequent Section number changes.

Transmission Reservation Procedures is amended to update Table 1: Paths and POR/POD Combinations Guide, relocate verbiage to Pricing Methodologies, and reflect subsequent Section number changes.

Scheduling Energy on Transmission Reservations is amended to provide clarification and reflect subsequent Section number changes.

Ancillary Services is amended to update the Ancillary Services and Transmission Losses Required Per Path Table, provide clarification, and reflect subsequent Section number changes.

Settlements and Billing is amended to clarify the responsibilities between BCTC and BC Hydro, and reflect subsequent Section number changes.


Daily Settlements Reports

The Daily Settlements Reports (Reports) that were posted for August 20 - 24 inclusive do not contain Rate Schedule 3004, Reactive Supply and Voltage Control from Generation Sources Services, charges. Therefore, Reports are being re-run to include this charge and will be re-posted later today. The revised Report can be identified by an "R" appended to the name. We apologize for the inconvenience.


BC Hydro - Network Resource Designation - Revised

The System Impact Study for OASIS 952006 has been revised to accept Holberg and Tsable River as Network Resources pursuant to the bulletin posted July 15, 2004.


ATC Posting for Monthly Service Commencing October - RESOLUTION

Posted on August 18 , 1:42 p.m.

In the bulletin posted 6 August 2004 @ 11:20, BCTC stated that customers who submitted transmission requests for one month duration, for the month of October, either with Stop Times of 23:00:00 (pursuant to the ATC posting) or 00:00:00 (pursuant to BCTC requirements), had their requests deemed INVALID or REFUSED, respectively. Upon further investigation, we have concluded that the latter statement is incorrect. In fact, our scheduling system CONFIRMED a transmission request, for service in the month of October, that was submitted with a Start and Stop Time of 00:00:00.

In that same bulletin, BCTC stated that it would endeavour to ANNUL the CONFIRMED transmission reservations, manually process all transmission requests received for Monthly Firm and Non-Firm transmission service based on the OASIS time stamp, and post the manual audit trail for transparency purposes. Since then, we ANNULLED the CONFIRMED transmission reservations and manually processed transmission requests based on the OASIS time stamp wherein Right of First Refusal was offered to appropriate requests during the displacement process for the BC paths including wheelthroughs.

During the manual processing, we worked with the successful parties of this competition (to date) to submit "replacement" transmission reservations (#1334312 and #1334305) on OASIS thereby eliminating further manual displacement processing of subsequent Firm and Non-Firm Monthly transmission requests while during the Conditional Until time.(Refer to Section 4.3, Scheduling Timelines, for details.) Therefore, further potential displacements will resume on OASIS for transparency purposes.

For ease of viewing, we are providing a document entitled Explanation of Processing, October 2004 Monthly Posting Anomaly. In addition, we are providing details that illustrate the automated processing and subsequent manual processing in two documents entitled EAL to BC Processing and BC to EAL Processing. We thank you for your patience and cooperation regarding this matter.

ATC Posting for Monthly Service Commencing October

At 00:00:00 (midnight) on 2 August, BCTC's posted capacity on OASIS for Monthly Firm and Non-Firm transmission service for October 2004 forward became available for purchase. Typically, capacity is posted with a Start Time of 00:00:00 and a Stop Time of 00:00:00. However, capacity posted for the month of October had Start and Stop Times of 00:00:00 and 23:00:00, respectively. This posting anomaly was caused by a system error as a result of Daylight Savings Time (time zone falls back one hour) occurring on the last day of October. Therefore, customers who submitted transmission requests for one month duration, for the month of October, either with Stop Times 23:00:00 (pursuant to the ATC posting) or 00:00:00 (pursuant to BCTC requirements), had their requests deemed INVALID or REFUSED, respectively. Those customers who submitted transmission requests for duration longer than one month circumvented this system anomaly and their requests were CONFIRMED despite queue priority. As a result of the system error, over the next week BCTC will endeavour to ANNUL the CONFIRMED transmission reservations and manually process all transmission requests received for Monthly Firm and Non-Firm transmission service based on the OASIS time stamp. Once complete, BCTC will issue another bulletin attaching the manual audit trail for transparency purposes. Thank you for your patience and cooperation.

BC-Alberta Intertie Firm TTC Confirmation

Further to the bulletins posted on June 28, 2004 @ 16:06, TTC on the BC-Alberta Intertie, and July 26, 2004 @ 14:42, Update on BC-Alberta Intertie Firm TTC, BCTC will follow up with the AESO to improve co-ordination of TTC.  In the meantime, BCTC confirms that the Firm TTC limit on the AB > BC path will remain at 300 MW as described in the aforementioned bulletins and in BCTC’s Business Practices.

Changing S.Slocan POR/POD to KI POR/POD

The POR/POD interface between BCHA and other parties’ systems has changed. As a result, Market Operations is changing the S.Slocan POR/POD name to KI(Kootenay Interconnection) effective 28 July. An OASIS outage on 28 July from 13:00 to 13:10 will be required to facilitate this change (refer to OASIS Outage Back-up Procedures. Once KI is downloaded by eTag vendor, it will show up as an option for eTags; however, eTags will be denied if the POR/POD does not match the OASIS request. Therefore, before the OASIS outage customers must use S.Slocan POR/POD on OASIS and eTags. After the outage, customers will only have the option of using KI on OASIS. The eTag system will show both S.Slocan and KI, but customers must use the new KI POR/POD. The S.Slocan POR/POD will be deactivated within 48 hours.

For clarity, the modified steps include:

4. OASIS Outage for approximately 10 minutes to change the POR/POD name from S.Slocan to KI.

 

- Outage called by BCTC after Step 3.

- Before the outage, Customers use S.Slocan POR/POD.

- After the outage is over, Customers must use the KI POR/POD on OASIS and eTag. S.Slocan is still available for eTags, but will be denied if used. S.Slocan POR/POD will no longer be available on OASIS.

 

5. De-activate S.Slocan from eTag after Step 4.

Deactivated on OATI within 24 – 48 hours after Step 4.

 

- Customers must use the KI POR/POD from then on.

Update on BC-Alberta Intertie Firm TTC

Further to BCTC’s bulletin posted on June 28, 2004 @ 16:06 - TTC on the BC-Alberta Intertie, BCTC provides the following graphical summary histogram of number of hours during January 1999 – May 2004 where BC>AB TTC (final posted TTC) was below the values on the X-axis. For example, BC>AB TTC was less than 300 MW 4% of the hours.

 The TTC on the X axis represents TTC after deducting applicable TRM.

BCTC also provides similar information on the AB>BC path.

Again, the TTC on the X-axis represents TTC after deducting the applicable TRM.

While the statistics on the BC>AB path support BCTC’s Firm TTC, the statistics on the AB>BC path suggest that limits in Real-time tend not to reach BCTC’s levels of Firm TTC. For example, TTC was less than 235 MW 48% of the hours.

Our analysis shows that in approximately 80% of the hours in the period analyzed the AESO was the limiting control area.

BCTC will re-examine its approach on AB>BC Firm TTC and advise the market by Friday July 30, 2004.

The System Impact Study posted in response to OASIS No. 952006 did not accept two of the designated Network Resources (Palmerston/Holberg Windfarm (64 MW) and Tsable River (4.5 MW) because of unresolved Interconnection Study issues. However, BCTC will accept these two resources as Network Resources. The project proponents will still need to follow the interconnection process to reach a completed Interconnection Agreements with BCTC. This may include identification of Network Upgrades not identified in this System Impact Study. The System Impact Study will be revised and updated.

Bulletin - TTC on the BC-Alberta Intertie

On May 28, BCTC posted a bulletin advising customers that effective August 1, 2004, new Firm TTC limits would be in effect. In particular, the Firm TTC limit on the BC > AB path increases from 210 MW to 545 MW. In addition, BCTC posted a System Impact Study on June 28, 2004 regarding the OASIS No. 485180 concluding Long-Term Firm Point-to-Point Transmission Service is available on the BC > AB path.

BCTC analyzed hourly TTC on the BC > AB path during the January 1, 1999 - June 1, 2004 period. Although Real-time TTC on the BC>AB path may be less than 480 MW (545 MW - 65 MW TRM) at times due to system conditions, BCTC found that 93% of the hours had hourly TTC, after accounting for TRM, greater than 480 MW. This data supports BCTC’s 545 MW Firm TTC based on the methodology in Section 2.2.4 of the Business Practices.

Amended Business Practices

Market Operations has amended the following sections of its Business Practices as follows:

Section 2, TTC/ATC, is amended to update references to AESO, revise the Firm TTC limit on the BC>AB path, and revise the TRM on the BC-AB intertie.

Section 3, Posting Service Offers to OASIS, is amended to clarify TTC/ATC and price postings.

Section 4, Transmission Reservation Procedures, is amended to update PORs, and latest request times in Tables 2 and 3 of the Scheduling Timelines.

Section 5, OASIS Processing Procedures, is amended to incorporate the priority and conditions of long-term vs short-term requests, to clarify Grant Remaining Capacity, and to clarify REBID.


Monthly Firm ATC Postings Effective August 1st 2004

As per the bulletin dated May 28, 2004 @ 16:07, BCTC will resume posting Monthly Firm ATC effective August 1st 2004. Monthly Firm ATC will be calculated pursuant to the Business Practices Section 2, TTC/ATC.  Earliest submittal for Short Term Firm Transmission is pursuant to the Business Practices Section 4.3, Scheduling Timelines. For the Monthly service increment the Earliest Request Submittal is 60 calendar days before the start of service.

Please note that an outage scheduled for August 30th 2004 to September 10th 2004 will affect the Monthly Firm ATC postings for both the BCHA>EAL path and the EAL>BCHA path. For further information on the outage please refer to our Annual Maintenance Plan, located on the BCTC website @ http://www2.bctc.com/system/annualmaintenance.php.

BCTC is currently experiencing problems with its E-tag service, effective May 29, 2004 @ 04:30 PDT.  As a result, backup procedures will be in effect for Real-time and Pre-schedule until the E-tag service is restored. A subsequent bulletin will be posted when normal procedure can be followed.


Amended Business Practices - Section 2, TTC/ATC

Business Practice Section 2, TTC/ATC, is amended to reflect a new Firm TTC limit on the BC>AB path.

The bulk transmission between BC and Alberta is through one radial 500 kV line consisting of 5L92 (Selkirk Substation to Cranbrook Substation) and 5L94. Although, outages to either of 5L92 and 5L94 are not considered, limits encountered under system normal are considered when determining the Firm TTC from BC to Alberta.

The transfer capability after the loss of 5L91 (Ashton Creek Substation to Selkirk Substation) or 5L98 (Nicola Substation to Selkirk Substation) or with all elements in service (system normal) defines the Firm TTC from BC to Alberta. The Firm TTC is 545 MW.

BCTC will increase the Firm TTC limits in Pre-schedule and Real-time to be consistent with those in the business practices. These Firm TTC limits will take effect on August 1, 2004.

Market Operations invites you to attend two workshops, held during one day, on Displacements and TTC/ATC methodologies. The Displacements Workshop will be four (4) hours in length and is aimed at market participants interested in learning more about BCTC’s displacement process and the accompanying Business Practices. The TTC/ATC Workshop will be two (2) hours in length and is aimed at market participants interested in learning more about BCTC’s TTC/ATC methodologies and how they impact Interchange Scheduling. These sessions will be held in both Calgary and Vancouver and are being offered one day for each location during June 7 - 18 (excluding weekends).

We ask that you send an e-mail to Helen Ramsay by 16:00 PPT on May 31 indicating your interest in attending which specific workshop or both as well as your desired date(s) and venue.

The dates, times, and venues will be confirmed in a later bulletin.


New Pre-schedule Service

BCTC is pleased to offer a service whereby transmission customers can request, for Day +1 only, a spreadsheet including all CONFIRMED OASIS reservations and IMPLEMENTED energy schedules. The spreadsheet will be sent on a Pre-schedule basis only and must be requested through the Pre-schedule office at 604-473-2721 prior to 17:00 PPT each day. BCTC Transmission Scheduling Coordinators will send an email with the appropriate customer information shortly thereafter.

BCTC Scheduling System problem ( correction)

BCTC is presently having problems with its scheduling system which is not properly processing etags. The real time scheduler is manually processing them until this processing problem is resolved. Customers can continue to submit tags, despite "error in new tag" messages which they may see.


BCTC Scheduling System problem is now over

BCTC's Scheduling System is now processing properly.  Normal eTag processing is now in effect.  We apologize for any inconvenience this may have caused.


BCTC OASIS Failure

BCTC is currently experiencing problems with OASIS, effective May 2, 2004 at 02:30 PAST.  As a result, backup procedures will be in effect for Real-time and Pre-schedule until our system is resotred.  A subsequent bulletin will be posted when normal procedures can be followed.
