Selkirk – Ashton Creek 5L91 Forced Out of Service 29 April, 2006. Estimated repair and return to service 1 week. Power transfer restricted to 1300 MW in parallel transmission line 5L96.
BCTC Internet Outage on April 21, 6:45 am - 7:15 am

There will be a 30 minute outage of the BCTC Internet on April 21 from 6:45 am to 7:15 am for maintenance purposes. BCTC's real-time office will take appropriate action to notify customers of transmission issues if any arise during the outage time period. BCTC confirms that its scheduling systems will not be affected with this outage and apologizes for the inconvenience.
Potential Interior to Lower Mainland (ILM) Transmission Reinforcement

Network Economy Transactional Data

In response to customer requests for transactional data, BCTC is pleased to post data on its transmission services starting with Network Economy transactions (XLS.2.3MB). Specifically, BCTC is posting summary and detailed data for the month of March as follows:
- Number of Network Economy transmission reservations
- Number of Network Economy transmission reservations with scheduled energy
- MWh volume of Network Economy transmission reservations
- MWh volume of Network Economy scheduled energy
- Unused Network Economy
- Network Economy utilization
- Network Economy economic interruptions
- Non-Network Economy economic interruptions or curtailments
- Total Non-Firm economic interruptions or curtailments (Network Economy and Regular Non-Firm)
The above data reflects pre-adjusted values. In addition, this transactional data does not include when the original rights holder schedules energy on its transmission and economically interrupts the customer who purchased the unused transmission service in real-time.
Network Economy transactional data for the months of April and May will be posted on May 12 and June 9, respectively. Thereafter, data will be posted on a weekly basis.

Selkirk T1 returned to service at 16:31 on Thursday April 27th. Selkirk T1 had been out of service since Sunday May 29th 2005 due to a T1 B phase winding failure.

Selkirk T1 -b Update

The latest update on the Selkirk T1B replacement:
- Transformer arrived safely on the pad on Sunday April 2nd,
- Piping, radiators and conservator tank assembled and installed
- All turrets and bushings installed.
- Oiling of transformer completed
- Cooling fans removed from T2 and re-installed on T1A and C
Upcoming events:
- Complete tertiary bus support work during week of April 17th
- Testing of unit to commence April 18th
Crews are working 12 to 14 hour days / 7 days a week
Earliest possible energization date is April 24th

BCTC Organizational Changes - Client Services Manager

Today, Doug Richardson left BCTC. We would like to thank Doug for his contributions to Market Operations and wish him well in his future endeavours.
BCTC considers the Client Services Manager role as a key element in our commitment to provide outstanding customer service. Accordingly, we will commence recruitment immediately.
Effective March 22 Brenda Ambrosi will act, on an interim basis, as Client Services Manager. Brenda has previously acted in this capacity and will provide customer service during this transition period. Brenda can be reached at 604-699-7391 or at brenda.ambrosi@bctc.com.
Scheduling Application Outages on March 28, 2006

Loss Compensation Service

Pursuant to the new Open Access Transmission Tariff that came into effect March 1, 2006, and BCTC's implementation of the Interim Loss Compensation Service, BCTC wishes to clarify the following items regarding Loss Compensation Service:
1. BCTC shall provide, in Pre-schedule, customers with an estimated Loss Compensation Service price for each hour for the next day. This estimated Loss Compensation price shall be calculated based on the most recent data from the published Dow Jones Mid-C Index for On- and Off-Peak Firm electricity prices consistent with BCTC's Schedule 09, Loss Compensation Schedule. The estimated price for next day losses is based on yesterday's Dow Jones Mid-C On- and Off-Peak Firm electricity prices unless that information is absent, in which case the last available values will be used. The estimated Loss Compensation Service price for each hour shall be posted for imformation only on OASIS under BCTC's ancillary service offerings.
2. The estimated Loss Compensation Service price shall also be posted on the BCTC website simultaneously with the OASIS posting starting April 1, 2006.
3. BCTC shall calculate the actual Loss Compensation Service price, for settlement purposes, based on the published Dow Jones Mid-C Index for On- and Off-Peak Firm electricity prices for that particular day, according to BCTC's Schedule 09, Loss Compensation Service. For example, settlement of losses for transactions on March 12 will be based on Mid-C prices for March 12.
4. For informational purposes BCTC shall provide, on the 3rd working day of the month, the complete listing of actual Loss Compensation Service prices for each hour in the previous month. The actual prices for all hours shall be provided via an excel file on the BCTC website and shall be posted effective April 5, 2006.

Mixed Class Wheelthrough

On February 20, 2006, BCTC posted a bulletin requesting customer comments on BCTC’s recommendation to terminate the Mixed Class Wheelthrough service due to lack of market interest. Comments received supported the continuation of the Mixed Class Wheelthrough service.
BCTC will continue to make the Mixed Class Wheelthrough service available.

Loss Compensation Application Approval

BCTC has received approval from BCUC to supply Loss Compensation Service for one-year commencing March 1, 2006 to February 28, 2007 under the terms and conditions described in the Loss Compensation Application (PDF, 81KB). An election to self-supply losses or take Loss Compensation Service under the tariff must be sent to Doug Richardson by March 8, 2006 or your company will be deemed to have elected the Loss Compensation method according to your company’s loss compensation practice during February 2006.
Please note that if your company has elected to or deemed to have elected to purchase Loss Compensation Service, your company can not change to self-supply loss. Please see the revised tariff section for more details.

OATT Implementation Confirmed

BCTC is pleased to confirm the implementation of the new OATT for March 1, 2006 at 00:00:00 PST (OASIS time). In addition to the OATT Implementation Bulletin posted February 2, 2006, please note the following:
• Starting at March 1, 2006 at 00:00:00 PST (OASIS time), all new Long Term Requests should be submitted at the new maximum tariff rate of $5.8/MW/Hour ($.0058 /kW/hour).
• Through the link please find BCTC’s Transmission Service rates for March 1, 2006.
• Pending approval of the BCTC Loss Application, BCTC will continue to charge Loss Compensation Transmission Service according to the Rate Schedule 09 in the BCTC rollover OATT.
• Rate Schedule 04 Reactive Supply and Voltage Control from Generation Resources is applicable to all paths pursuant to BCTC’s OATT.

WECC Preschedule Testing

In September 2005, the WECC Operating Committee and the Market Interface Committee each passed motions for a Joint MIC/ISAS Task Force to provide testing in 2006 regarding prescheduling three days on Fridays as opposed to prescheduling two days on Thursday and two days on Friday. The first test date for this new prescheduling calendar is February 24th, 2006.
BCTC intends to participate in this WECC specified test by allowing the prescheduling of three days on Friday, and also allowing the prescheduling of two days on Thursday. Both of these prescheduling timelines are consistent wit the current BCTC business practices and normal preschedule operations. Customers should not experience any difference in prescheduling for Thursday and Friday, as BCTC would be under normal operations during this test period.

Termination of Mixed Class Wheelthrough

BCTC recommends terminating Mixed Class Wheelthrough due to lack of market interest. Mixed Class Wheelthrough service combines reserving firm and non firm short term service into a single OASIS reservation. The service was used to combine firm service from BPAT and non firm service to AESO. Mixed Class Wheelthrough service has had low volume and usage for the last two years. BCTC consulted with customers about eliminating Mixed Class Wheelthrough at the recent Network Economy consultation February 8, 2006 in Vancouver and no written comments were received.
BCTC would like customer comments by February 24, 2006 concerning the termination of Mixed Class Wheelthrough service.

BCTC’s OATT Implementation Customer Consultation Second Round of Customer Written Comments and Answers

Through the links are the February 3, 2006 Second Round of Customer Written Comments and the Answers to Questions raised through those comments. BCTC is considering the customer written comments on the rollover business practice and we will be proceeding with further investigation to develop a rollover business practice. The rollover business practice is not yet finalized and its development is still ongoing.

Network Economy Briefing Paper

BCTC posted a Network Economy Briefing Paper on January 6, 2006 and formally consulted with customers on January 17 and January 19, 2006 on the development of an enforceable Network Economy tariff provision, monitoring and reporting procedures, and enforcement penalties.
BCTC has prepared (see attached document) a second draft Network Economy Briefing Paper that incorporates customer written comments received through the consultation process.
This paper and its contents will be consulted on at the BCTC Network Economy February 8, 2006 Network Economy Workshop (January 27, 2006 Bulletin). BCTC requests written comments on this second draft Briefing Paper be submitted by February 15, 2006. Written comments will be considered in BCTC’s submission to the B.C. Utilities Commission on March 1, 2006.

OATT Implementation

On June 20, 2005, the British Columbia Utilities Commission (BCUC) issued its decision (the Decision) on the BC Transmission Corporation (BCTC) Open Access Transmission Tariff (OATT) Application. BCTC has since worked on implementing the various aspects of the Decision, including a new Short-Term rate design, a Long-Term shaped service, and an interconnection tariff.
BCTC is pleased to announce that implementation of the new OATT is set for March 1, 2006 at 00:00:00 PST (OASIS time).
Please note the following:
• Long-Term transmission requests received prior to March 1, 2006 will be processed according to the existing OATT. Long-Term transmission requests received on and after March 1, 2006 will be processed according to the new OATT. Therefore, Long-Term shaped service will be considered only for those Long-Term requests received on or after March 1, 2006.
• Prices for Yearly, Monthly, Weekly, Daily, and Hourly transmission service will change to reflect the new OATT Short-Term price discounting methodology. Therefore, beginning March 1, 2006, BCTC will re-price all Yearly, Monthly, Weekly, Daily, and Hourly reservations. For example, the price for a Monthly reservation confirmed at a discount price will be charged the non-discounted price for remaining service on and after March 1, 2006.
Scheduling Transition Plan, February 28 –March 1
An OASIS, Transmission Scheduling System (TSS), and e-Tag outage is required in order to rollout the new system changes required by the new OATT.
Please note the following:
• The outage will commence on February 28, 2006 at 22:00:00 PST and is scheduled to end at March 1, 2006 at 01:00:00 PST.
• Backup procedures will be in effect during the outage time. Customers are asked to submit all Short-Term transmission requests and e-Tags for the outage time period prior to the outage.
• Requests for Short-Term transmission service submitted during the outage times on OASIS will be invalidated.
• Midnight processing will be delayed until the OASIS outage is lifted. Requests submitted at the end of the outage for Pre-schedule must be submitted with comments "will pay posted price" pursuant to BCTC’s Section 5 of the business practices.
• Long-Term transmission service requests will remain queued during the outage time.
• Prices for Short-Term transmission service posted prior to March 1, 2006 will be based on the existing discounting methodology. Prices based on the new discounting methodology will be posted after the outage is over on March 1, 2006. Requests should be submitted based on the posted prices.
• BCTC will notify customers by bulletin when the outage is declared over, or any developments that may arise during the outage time.

Through the links are BCTC’s second draft of Business Practices, a Summary of Business Practice changes , Customer written comments , and Answers to Questions raised through Business Practice written comments as per the timeline “BCTC's Open Access Transmission Tariff Consultation Timeline” posted on January 18. Customer written comments submitted January 26, 2006 and the Customer Consultation Sessions held January 17 and January 19 ( the transcript linked to the Vancouver January 19 link contains answers to transcript questions) have been considered for the second draft of the Business Practices. Also attached is Mark Prosperi-Porta’s Business Practice presentation as presented at the Customer Consultation sessions.
Please provide written comments to Doug Richardson on the second draft of Business Practices by February 3, 2006. BCTC will file Business practices with BC Utilities Commission on or before February 10, 2006.

In January, the British Columbia Transmission Corporation (BCTC) hosted meetings in Calgary and Vancouver to get input into a variety of topics related to the implementation of the new Open Access Transmission Tariff (OATT).
Based on input received at the meetings, BCTC is preparing a revised proposal on Network Economy Service. The new proposal will be posted on February 3, 2006. BCTC will be hosting a joint workshop in Vancouver on February 8th to discuss the new proposal.

Further to our bulletin dated August 18, 2005 regarding the OASIS Replacement Project Queue Time & Reference Identifiers paragraph, OATI has implemented an enhancement to align queue time with the assignment reference identifier. Requests that are submitted on OASIS will be sequentially given an assignment reference according to queue time.
This enhancement has been released on the Demo OASIS to allow customers to test the enhancement. BCTC is requesting that all customers test the enhancement before the February 1, 2006 release date.
If there are any problems or issues with the enhancement, please notify Doug Richardson.

The revised return in-service date of SEL T1 will be April 15/2006, a delay of 2 weeks from the original estimate.
The new single-phase 500/230 kV (400 MVA) transformer is scheduled to arrive at Selkirk Substation on Mar 15, 2006.

BC Transmission Corporation Business Practices and Tariff Consultation Workshops

In preparation for BC Transmission Corporation’s Business Practices workshops scheduled in Vancouver and Calgary for the week of January 16-20th, BCTC has prepared the following background material:
Draft Business Practices: Enclosed is a complete set of updated business practices for BCTC’s Open Access Transmission Tariff (OATT) implementation. The updated business practices incorporates changes resulting from the approval of the OATT and consolidates information from previous bulletins. Following the consultation, the business practices will be finalized and submitted to the British Columbia Utilities Commission in early February.
Network Economy Service Proposal: Also enclosed is a discussion paper that provides an overview of BCTC’s current thinking around an updated Network Economy Service provision. Feedback received in writing and at the workshop will be used to inform development of a new Network Economy Service tariff and business practices that will be submitted to the BCUC on or before March 1, 2006.
Comments on the Business Practices and Network Economy proposal can be provided in writing between the period of January 9 and January 26th, 2006. Please send comments to:
