Increase in AB-BC Firm Transfer Limit

The Alberta to BC Firm TTC has increased from 300 MW to 450 MW effective midnight, September 1, 2006 as a result of the recent RAS implementation for 5L76 and 5L79. Section 2 of the Business Practices will be updated in the near future to reflect this change.
TSS Outage

BCTC is currently experiencing problems with TSS, effective immediately. As a result, backup procedures will be in effect for Real-time and Pre-schedule until our system is restored. A subsequent bulletin will be posted when normal procedures can be followed.

Effective immediately, BCTC OASIS have resumed normal operation. Please resume normal scheduling procedures as per our Business Practices for both real-time and pre-schedule.

OASIS Outage - August 23 at 21:10 PDT

In the continuing effort to enhance the performance and reliability of the OASIS system, OATI has scheduled an OASIS outage on August 23 for 40 minutes from 21:10 to 21:50 PDT. During this time period BCTC will implement back-up procedures for real-time operations. BCTC will notify customers via bulletin if the outage concludes earlier than scheduled.

Internet Connectivity Problem

BCTC has been experiencing internet connectivity problems which resulted in a delay in the Preschedule ATC posting to OASIS. The problem has been resolved and we apologize for this inconvenience.

Further to the bulletin posted today at 9:20 am, we determined that the OASIS queue was incorrectly processed. Pre-schedule Hourly requests that were submitted prior to midnight have been invalidated and we have manually rectified the processing in accordance with our OATT and Business Practices. Again, we apologize for this inconvenience.

We are experiencing some technical difficulties with processing the OASIS queue. Therefore, the displacement process will likely be precluded as a result of this issue. Currently, we are investigating this matter and will post another bulletin when we have more information and/or resolve the matter. Market Operations' Organizational Changes

Market Operations is responsible for the following areas: the Open Access Transmission Tariff (OATT) and Business Practices; Transmission and Interconnection Customer Service; Transmission Contracts; Scheduling, Revenue and Reporting; and Generator and Load Interconnections.
Recently, Mark Prosperi-Porta changed positions from Wholesale Transmission Services Manager in Market Operations to System Operations Supervisor in Real Time Operations. In his role in Market Operations, Mark provided valuable support to our customers and will continue to do so through his new work in Real Time Operations. Please join me in wishing Mark well in his new role.
As such, I am pleased to announce the following organizational changes in Market Operations:
Peter Chow , Senior Tariff Specialist is responsible for the OATT and business practices, tariff enforcement and monitoring and providing regulatory support for Market Operations.
Raj Hundal , Wholesale Transmission Services Manager is responsible for pre-schedule functions, settlements and billing, revenue reporting and forecasting, transmission data analysis and reporting and Market Operations business systems.
Stephen Tran , Transmission Contracts Manager is responsible for managing the NITS service agreement, long-term transmission service contracts, and all other transmission contracts.
Brenda Ambrosi , Customer Service Manager, is responsible for customer service strategy and plans, customer service and performance metrics and reporting, and issue management and reporting.
Jimmy Ko , Interconnections Manager, is responsible for load and generator interconnections.

Issues with Real-time transmission purchase for July 1, 2006

Transmission customers should be aware that issues with the OATI-OASIS prices for July 1st could cause problems when attempting to purchase some classes of transmission. We are currently addressing these issues. Please call our Real-time Scheduler at 604-473-2723 for assistance if you experience any problems.
US Tie – Change in Curtailment Procedures

In the bulletin posted May 30 at 11:35 a.m. we solicited customer comments on our curtailment procedures regarding the US tie (BC<>US). We received comments from three customers, all of whom supported BCTC changing its curtailment procedure. Therefore, BCTC will not be curtailing the US tie in pre-schedule, but will wait until real-time to curtail between XX:00 and XX:10 once TTC/ATC are verified. Curtailments will also be performed in real-time at XX:40, if required. This change in procedure will be effective June 30, 2006 for pre-schedule and July 1, 2006 for real-time.
The customer comments received are as follows:
There is no point in curtailing in pre-schedule unless you are sure that there is not going to be any TTC/ATC in real-time. Curtailing in pre-schedule reduces the value of higher priority transmission that has already been purchased. Curtailing in real-time makes more sense. Higher priority transmission customers still maintain their scheduling rights over Hourly Non-Firm, which is why they made the decision to make a longer term commitment.
In response to BCTC's call for customer comments, posted May 30, 2006, we support BCTC changing curtailment procedures on the US-BC intertie to Option 2, consistent with current practices on the AB-BC intertie. We support both ties being operated and cut in a consistent manner.
Based on BCTC's current systems and procedures, we support the proposal of changing the curtailment procedure on the US tie so that curtailments are NOT done in pre-schedule, similar to what is done with the Alberta tie. In implementing this procedure BCTC should still make their customers aware, in pre-schedule, of any expected real-time cuts. We support this procedure for the following reasons: BCTC does not reinstate transmission rights for their customers if the transmission becomes available again after it has already been curtailed; Alberta is a real-time only market and the transmission does not require pre-schedule curtailments; the adjacent control area at the US Border does not curtail their side of the tie in pre-schedule. If BCTC develops the ability to reinstate transmission rights we recommend BCTC reconsider curtailing in pre-schedule.

Interim Rates Effective July 1, 2006

On May 26, 2006, BCTC filed its Transmission Revenue Requirement application with the British Columbia Utilities Commission (BCUC). The BCUC approved BCTC’s proposed interim rates effective July 1, 2006. The following rates for Schedules 00 to 03, inclusive, have decreased and are set out below:
Schedule 00
The Network Integrated Transmission Services monthly rate is reduced to $36,950,000.
Schedule 01
The Long-Term Firm Point-to-Point rate is $46.356 per kW of Reserved Capacity per year. The Short-Term Firm Monthly rate is $3.863 per kW of Reserved Capacity per month, the Weekly rate is $0.891 per kW of Reserved Capacity per week, the Daily rate $0.127 per kW of Reserved Capacity per day, and the Hourly rate is $0.0053 per kW of Reserved Capacity per hour.
Schedule 02
The Short-Term Non-Firm Point-to-Point Monthly rate is $3.863 per kW of Reserved Capacity per month, the Weekly rate is $0.891 per kW of Reserved Capacity per week, the Daily rate is $0.127 per kW of Reserved Capacity per day, and the Hourly rate is $0.0053 per kW of Reserved Capacity per hour.
Schedule 03
The Scheduling, System Control and Dispatch Service rate is $0.115 per MW of Reserved Capacity per hour.
Pursuant to the Tariff and in support of Network Integration Transmission Service, Long- and Short-Term Firm Point-to-Point Transmission Service as well as all Non-Firm Point-to-Point Transmission Services will be charged Schedule 03.

Transaction Data Webpage & NE Data Postings

In response to customer requests for transactional data, BCTC is pleased to introduce its new webpage entitled Transaction Data. Commencing June 12, all Network Economy transaction data will be posted to this webpage. On June 12, data for the month of May will be posted. On June 15, data will be posted from June 1 to June 10, inclusive. Thereafter, data will be posted on a weekly basis each Thursday for the Sunday to Saturday week prior. For example, on June 22 (Thursday), data will be posted from June 11 (Sunday) to June 17 (Saturday); on June 29 (Thursday), data will be posted from June 18 (Sunday) to June 24 (Saturday), etc. This is the last bulletin that will be published announcing the posting of this data.
The Transaction Data webpage will be augmented over the next month by adding data for Long Term transactions as well as metrics information in accordance with BCTCs Point-to-Point Customer Service Plan. In addition, subscription and archive functionality will be added for efficiency purposes. Another bulletin will be posted once this functionality has been implemented so that customers can subscribe to the webpage for updates.

US Tie Curtailment Procedures - Soliciting Customer Comments

The bulletins posted on January 7, 2005 at 11:40 am and January 25, 2005 at 9:33 am solicited customer feedback and confirmed the Alberta Curtailment Procedures, respectively. The procedure was changed to assist customers in retaining their transmission from pre-schedule to real-time. Now, BCTC is soliciting customer comments regarding the Curtailment Procedures on the US Tie. The change in US Curtailment Procedures will provide BCTC and its customers with consistent curtailment application on both interties, and should also assist customers in retaining their transmission from pre-schedule to real-time.
Therefore, we ask customers to provide their comments to brenda.ambrosi@bctc.com on the following two items by noon on Monday, June 12.
1. Shall we leave our curtailment procedures status quo for the US tie, which is to curtail in pre-schedule?
2. Should we change our procedure so that curtailments for the US tie are NOT done in pre-schedule, but rather left until real-time to be curtailed between XX:00 and XX:10 once TTC/ATC are verified? Curtailments will also be done at XX:40, if required.
Shortly after receiving customer comments, we will post another bulletin that will set out these comments received on this issue and which procedure we will follow.

The second bullet states the Number of Network Economy transmission reservations with scheduled energy. It should state the Number of Network Economy energy schedules.
