eTag Changes Effective January 3, 2007

The revised eTag specification, version 1.7.097 was finalized by the Joint Interchange Scheduling Work Group (JISWG), and was approved by the NERC Interchange Subcommittee (IS) on November 15, 2006, with subsequent clarifications approved via email on November 21, 2006. The changes to the eTag specifications as set out by NERC will become effective January 3, 2007 at 9 AM PST. Specifically, Transmission Providers and Balancing Authorities must actively approve all eTags. Entities will no longer have the option to allow an eTag to be passively approved. If the required approving entity on the tag does not actively approve the tag within the requisite time period, the tag will be passively denied.
This change to tag approval is significant and BCTC wanted to duly inform its customers of potential impacts. For more information please see the NERC website http://reg.tsin.com/Tagging/e-tag/.

BPAT-BCTC-AESO Paths Competing Processes
:
BCTC has received confirmations from the BCPS's BCTC-AESO-1 Competing Request, CRGL's BPAT-AESO Competing Request, and BCPS's BCTC-AESO-2 Competing Request of their acceptance of BCTC's Counteroffers.
In the bulletin dated 30 November at 3:02 pm, BCTC indicated that it would inform TCP and NRPT on 18 December that they are required to match a term at least equal to that of the applicable Competing Request. In the interest of time, BCTC will inform TCP and NRPT of such requirement today, 14 December.

Automation of Dynamic Scheduling

BCTC is pleased to announce that it has automated its Dynamic Scheduling functionality effective December 13th, 2006 6:05 PM. Customers will no longer be required to submit the Dynamic Scheduling Transmission Fax Request Form to secure their Firm transmission for a dynamic E-tag. From this point forward, customers can link their dynamic E-tags directly to the OASIS Reference ID of their Firm transmission request using ETS and OASIS, respectively. BCTC has amended Section 11.6 of its Business Practices to reflect the new process for submitting Dynamic Schedules. AESO-BCTC Path Competing Process
BCPS did not confirm its acceptance of BCTC's 10 November Counteroffer to its 6-year Point-to-Point Transmission Competing Request, OASIS #70872095, for 1000MW on the AESO-BCTC Path. Therefore, the Competing Process for this path ended on 24 November 2007. BCTC is awarding the ATC to OASIS Requests for this path in accordance with its OATT and Business Practices.
BPAT-BCTC-AESO Paths Competing Processes
BCPS did not confirm its acceptance of BCTC's 14 November Counteroffer to its 6-year Point-to-Point Transmission Competing Request, OASIS #70872097, for 2000MW on the BPAT-BCTC path.
As indicated in the 6 November Bulletin, BCTC will conduct additional Competing Processes for other Competing Requests. The following describes the steps BCTC will use to continue the Competing Processes for this path:
1. On 30 November 2006, BCTC will notify BCPS, CRGL, TCP and NRPT of the Competing Process.
2. On 1 December 2006, BCTC will counteroffer:
- BCPS's BCTC-AESO-1 Competing Request 100MW for 1 January 2007 to 1 January 2009;
- CRGL's BPAT-AESO Competing Request 25MW for 1 January 2007 to 1 January 2011, subject to BCPS's BCTC-AESO-1 fails to confirm its acceptance of BCTC's Counteroffer; and
- BCPS's BCTC-AESO-2 and BCTC-AESO-3 Competing Requests for 50MW each for 1 January 2007 to 1 January 2012, subject to both BCPS's BCTC-AESO-1 and CRGL fail to confirm their acceptance of BCTC's Counteroffers.
BCPS and CRGL have until HE24 on 15 December 2006 to Confirm their acceptance of BCTC's Counteroffers. (Please see Business Practice Section 16.5.e for details.)
3. If BCPS's BCTC-AESO-1 Confirms its acceptance of BCTC's Counteroffer by the specified timeline, on 18 December 2006, BCTC will notify:
- TCP that it is required, in accordance with the OATT and subject to any Rollover Rights limitations, to match a term at least equal to 2 years for the TCP Rollover Request; and
- NRPT that it is required, for both NRPT's Rollover Requests, in accordance with the OATT and subject to any Rollover Rights limitations to match a term at least equal to 2 years.
4. On or before 21 December 2006,
- TCP may submit on OASIS a Rollover Matching Request with a term at least equal to 2 years; and
- NRPT may submit on OASIS a Rollover Matching Request with a term at least equal to 2 years for one or both of NRPT's Rollover Requests.
5. Competing Process ends. BCTC will Accept the Competing Request and Rollover Matching Requests in accordance with the OATT and Business Practice Section 16.
6. If BCPS's BCTC-AESO-1 fails to confirm its acceptance of BCTC's Counteroffer, and CRGL confirms its acceptance of BCTC's Counteroffer, by the specified timeline, on 18 December 2006, BCTC will notify:
8. Competing Process ends. BCTC will Accept the Competing Request and Rollover Matching Requests in accordance with the OATT and Business Practice Section 16.
9. If both BCPS's BCTC-AESO-1 and CRGL fail to confirm their acceptance of BCTC's Counteroffers, by the specified timeline, the Competing Process ends for TCP. TCP does not have to match.
10. If both BCPS's BCTC-AESO-1 and CRGL fail to confirm their acceptance of BCTC's Counteroffers, and one of the BCPS's BCTC-AESO-2 and BCTC-AESO-3 confirm its acceptance of BCTC's Counteroffer, by the specified timeline, on 18 December 2006, BCTC will notify NRPT that it is required, for both NRPT's Rollover Requests, in accordance with the OATT and subject to any Rollover Rights limitations to match a term at least equal to 5 years.
11. On or before 21 December 2006, NRPT may submit on OASIS a Rollover Matching Request with a term at least equal to 5 years, subject to any Rollover Rights limitations, for one or both of NRPT's Rollover Requests.
12. Competing Process ends. BCTC will Accept the Competing Request and Rollover Matching Requests in accordance with the OATT Business Practice Section 16.

AESO-BCTC Path Competing Process
On 30 June 2006, BCPS submitted a 6-year Point-to-Point Transmission Service Request, OASIS #70872095, for 1000MW on AESO-BCTC path with Start Date of 1 January 2007, the AESO-BCTC Competing Request.
On 30 October 2006, BCPS submitted a 1-year Rollover Point-to-Point Transmission Service Request, OASIS #71070560, for 101MW on AESO-BCTC path with Start Date of 1 January 2007, the AESO-BCTC Competing Request.
BCTC has completed an evaluation of the Firm Transmission Capacity of the effective path http://www.bctc.com/NR/rdonlyres/5AD65BE7-8D5E-4C92-B5F0-CBEF1BCEAE6A/0/6Nov2006FirmATTUpdate.pdf, and determined that there is insufficient ATC to accommodate all service requests on this path.
Pursuant to BCTC's Business Practice Section 16, BCTC will start a Competing Process on 10 November 2006. The following describes steps BCTC will use for the Competing Process:
1. On 6 November 2006, BCTC will notify BCPS of the Competing Process.
2. On 10 November 2006, BCTC will Counter-offer BCPS's AESO-BCTC Competing Request 237MW for 1 January 2007 to 1 January 2013. BCPS has until HE24 on 24 November 2006 to Confirm it acceptance of BCTC's Counter-offer. (Please see Business Practice Section 16.5.e for details.)
3. If BCPS Confirms its acceptance of BCTC's Counter-offer to BCPS's AESO-BCTC Competing Request by the specified timeline, on the Business Date following the date BCPS submits to BCTC its confirmation of its acceptance of BCTC's Counter-off, BCTC will notify BCPS that it is required to match a 6-year term for the AESO-BCTC Rollover Request.
4. Within three Business Days after the day BCTC provides notices to BCPS, BCPS may submit on OASIS a Rollover Matching Request.
5. Competing Process ends. BCTC will Accept the Competing Request and Rollover Matching Requests in accordance with Business Practice Section 16.
BPAT-BCTC-AESO Paths Competing Processes
On 30 June 2006, BCPS submitted a 6-year Point-to-Point Transmission Service Request, OASIS #70872097, for 2000MW on BPAT-BCTC path with Start Date of 1 January 2007, the BPAT-BCTC Competing Request.
On 12 July 2006, BCPS submitted a 2-year Point-to-Point Transmission Service Request, OASIS #70891978, for 100MW on BCTC-AESO-1 path with Start Date of 1 January 2007, the BCTC-AESO Competing Request.
On 28 August 2006, CRGL submitted a 4-year Point-to-Point Transmission Service Request, OASIS #70974668, for 25MW on BPAT-AESO path with Start Date of 1 January 2007, the BPAT-AESO Competing Request.
On 12 September 2006, TCP submitted a 1-year Rollover Point-to-Point Transmission Service Request, OASIS #70998033, for 100MW on BPAT-AESO path with Start Date of 1 January 2007, the TCP Rollerover Request.
On 13 September 2006, BCPS submitted two 5-year Point-to-Point Transmission Service Request, OASIS #70999093 and OASIS #70999095, for 50MW each on BCTC-AESO path with Start Date of 1 January 2007, the BCTC-AESO-2 and BCTC-AESO-3 Competing Requests.
On 13 September 2006, NRPTsubmitted two 1-year Rollover Point-to-Point Transmission Service Requests, OASIS #70999286 and #70999290, for 25MW each on BPAT-AESO path with Start Date of 1 January 2007, the NRPT Rollover Requests.
BCTC has completed an evaluation of the Firm Transmission Capacity of the effective paths http://www.bctc.com/NR/rdonlyres/5AD65BE7-8D5E-4C92-B5F0-CBEF1BCEAE6A/0/6Nov2006FirmATTUpdate.pdf, and determined that there is insufficient ATC to accommodate all service requests on those paths.
Pursuant to BCTC's Business Practice Section 16, BCTC will start a Competing Process on 14 November 2006. The following describes steps BCTC will use for the Competing Process:
1. On 6 November 2006, BCTC will notify BCPS, TCP and NRPT of the Competing Process.
2. On 14 November 2006, BCTC will Counteroffer BCPS's BPAT-BCTC Competing Request 159MW for 1 January 2007 to 1 January 2008, 158MW for 1 January 2008 to 1 January 2009, and 100MW for 1 January 2009 to 1 January 2013. BCPS has until HE24 on 28 November 2006 to Confirm its acceptance of BCTC's Counteroffer. (Please see Business Practice Section 16.5.e for details.)
3. If BCPS Confirms its acceptance of BCTC's Counteroffer to BCPS's BPAT-BCTC Competing Request by the specified timeline, on the Business Date following the date BCPS submits to BCTC its confirmation of its acceptance of BCTC's Counteroffer, BCTC will notify TCP that it is required to match a 6-year term for the TCP Rollover Request.
Simultaneously, BCTC will notify NRPT that it is required, for both NRPT Rollover Requests, to match:
a) a 6-year term subject to TCP declining to match a 6-year term for the TCP Rollover Request; and
b) a 2-year term subject to TCP agreeing to match the 6-year term for the TCP Rollover Request.
4. Within three Business Days after the day BCTC provides notices to TCP and NRPT:
- TCP may submit on OASIS a Rollover Matching Request; and
- NRPT may submit on OASIS Rollover Matching Request for one or both of NRPT Rollover Requests, for:
a) a 6-year term subject to TCP declining to match a 6-year term for the TCP Rollover Request; and
b) a 2-year term subject to TCP agreeing to match the 6-year term for the TCP Rollover Request.
5. Competing Process ends. BCTC will Accept the Competing Request and Rollover Matching Requests in accordance with Business Practice Section 16.
6. If BCPS fails to Confirm its acceptance of BCTC's Counteroffer to BCPS's BPAT-BCTC Competing Request by the specified timeline, BCTC will conduct additional Competing Processes for other Competing Requests. BCTC will provide further notices and detailed steps for such additional Competition Processes as soon as practicable.

Further to the bulletins posted on 1 September 2006 at 3:23 pm, BCTC has completed its investigations and confirms that Alberta to BC Firm TTC is 450 MW. BCTC will immediately release Alberta to BC monthly Firm TTC for January 2007 and beyond.

Loss Compensation Service – Soliciting Customer Comments

The BCUC, in its June 20, 2005 OATT Decision, directed BCTC to remove Loss Compensation Service from its OATT and request customers to self-supply their losses. On February 10, 2006 BCTC filed, with the BCUC, a temporary one year Loss Compensation Service (Application) provided under its OATT that allows customers to elect self-supply of losses or have BCTC provide Loss Compensation Service for their schedules during the period from March 1, 2006 to March 1, 2007. Further, BCTC requested time to consult with its customers on the implementation of self-supply of losses. The BCUC approved BCTC's Application via Order No. G-18-06. To assist BCTC to respond to the BCUC, BCTC requests its customers to provide their feedback to Brenda Ambrosi on the following question by noon on Friday, November 3:
What has been your experience regarding the utilization and effectiveness of the temporary Loss Compensation Service?
In addition, BCTC will be planning customer consultation in January 2007 with the objective of soliciting customer feedback on solutions for implementing mandatory self-supply of losses as directed by the BCUC. Another bulletin will be posted once more information is available on the consultation

Educational Workshops and Holiday Social

BCTC invites you to attend four WTS educational workshops. Two "WTS Scheduling 101" workshops will be held on Monday, November 20 and 27 in Vancouver from 09:00 to 16:00 PPT. These workshops will provide an overview of short-term and long-term transmission service including customer registration, scheduling tools, TTC/ATC, transmission reservations and processing, designating transmission reservations to energy schedules, curtailments and interruptions, settlements and billing, and backup procedures.
The other two "WTS Displacements 201" workshops will be held on Tuesday, November 21 and 28 in Vancouver from 10:00 to 15:00 PPT. These workshops will educate participants on pre-schedule displacements, the displacement process and timelines, and the associated Business Practices.
These workshops will interest customers who wish to get a better understanding of WTS, pre-schedule displacements, and associated Business Practices and procedures.

Mixed Class Wheelthroughs - Issue Resolved

Further to the bulletin posted on October 12 at 4:30 pm regarding difficulties in purchasing Mixed Class Wheelthrough service in real-time between HE17 and HE24, BCTC is pleased to report that this issue is now resolved and the interim workaround set out in the previously posted bulletin is now discontinued. Thank you for your patience regarding this matter.
Mixed Class Wheelthroughs

Customers have recently reported difficulties purchasing Mixed Class Wheelthrough service in real-time between HE17 and HE24. BCTC is investigating this issue in pursuit of resolving it as quickly as possible. As a result of this disruption of service, BCTC will temporarily allow customers to call the Real-Time Scheduling desk at 604-473-2723 and request the Scheduler to enter a manual Mixed Class Wheelthrough transmission request if there is sufficient ATC posted for both legs of the transaction. The Scheduler will then provide the customer with a transmission reference number that can be used for submission of eTags.
BCTC will post another bulletin when the issue is resolved and this interim workaround is discontinued. Thank you for your patience regarding this matter. Please contact Brenda Ambrosi if you have any questions.

South Interior Cut-Plane Reinforcement Justification Report” SPA 2006 -117. This report examines the committed use, total transfer capability, available transfer capability and develops several reinforcement options for the South Interior Network for BCTC’s Capital Plan.

5L92 Outage Deferred

BCTC is currently experiencing problems with OASIS, effective Sept. 10, 2006 @ 19:30 PST. As a result, backup procedures will be in effect for real-time and pre-schedule until our system is restored. A subsequent bulletin will be posted when normal procedures can be followed.
FTTC Calculation

BCTC has discovered some inaccuracy in the FTTC calculations between short-term and long-term on the AESO-BCTC path. As a result, BCTC is temporarily holding the incremental increase of FTTC on this path, as set out in the bulletin posted on August 31 at 5:16 pm, from October 1, 2006 to October 1, 2007.
Increase in AB-BC Firm Transfer Limit

The Alberta to BC Firm TTC has increased from 300 MW to 450 MW effective midnight, September 1, 2006 as a result of the recent RAS implementation for 5L76 and 5L79. Section 2 of the Business Practices will be updated in the near future to reflect this change.
