Mixed Class Wheelthrough Requests

Recently, we have noticed that some customers are unclear how to submit correct Mixed Class Wheelthrough requests on OASIS. When submitting a New TSR on OASIS, customers should select the Mixed Class Wheelthrough service type, which is distinguished by the word "MIXED" contained within the service type. The selection list of service types is located in the drop down menu under the column entitled Service. In addition, the POR and POD should be identified as BC.US.Border and AB.BC, respectively, while the Path should be identified as BPAT-AESO.

Preschedule TTC Derating

Please be advised that due to BPA constraint issues, the TTC posted on the BC to US path has been considerably decreased for all hours on March 20, 2007.  In addition, the TTC posted on the US to BC path has also been reduced for hours ending 07-14 and 16-24 for the same date.

Firm TTC Methodology

BCTC has received questions regarding its criteria for determining Point-to-Point Firm ATC for sales under OATT.  BCTC wishes to provide the following explanation in response:

Generally, BCTC applies (n-1) criteria to determine Firm TTC, which is the level that can continue to be served immediately after a single permanent forced outage. This requirement applies to the system with all facilities in-service during all transfer conditions. In addition, the system with one element out-of-service for maintenance during lighter transfers should be able to accommodate the Firm TTC (RAS is permitted).

However, in cases where a transmission path consists of only a radial, single-circuit line, the outage of that line is not a factor in determining Firm TTC of that path.

WECC WIT

The New WECC Western Interchange Tool (WIT) was successfully released to WECC Balancing Authorities on January 24, 2007 at 8:00 AM PST.  The WIT uses Implemented tags to create interchange schedules that can be viewed for check out between Balancing Authorities.  Since the WIT uses the WECC Path Validation Registry, eTag authors may see an increase in warnings when tags are submitted that do not match this new registry.  However, this does not necessarily mean the tag will be denied.  eTag authors should contact BCTC if BCTC information is generating a warning on their tags.  Refer to the WECC website for additional information, including Frequently Asked Questions, regarding the WIT.

BCTC Test OASIS System

BCTC recently purchased a new Test OASIS System from OATI, which will be used by BCTC and its customers. The login accounts and passwords that customers used to access the previous site will remain the same. The location of the new Test OASIS system is at http://bctctest.oatioasis.com/.

LCS Customer Comments from October 26, 2006 Bulletin

In the bulletin dated October 26 at 9:44 am, BCTC solicited feedback from customers on their experience regarding the utilization and effectiveness of its temporary Loss Compensation Service. The consolidated feedback is now available.


LCS Customer Consultation – Venue Update

Further to the bulletin posted on December 15 at 11:20 am, BCTC would like to advise its transmission customers attending its Loss Compensation Service Customer Consultation on January 15 that due to renovations at the Hyatt Regency Hotel in Vancouver the Consultation will now be held in room Regency B on the third floor of the Hotel.
